Job Description

ESSENTIAL JOB FUNCTIONS: Works under an assigned division supervisor and under general supervision of the Safety Coordinator in the Human Resources Division to implement monitor and maintain the Citys compliance with the Tennessee Office of Safety and Health Administration (TOSHA) and Federal Office of Safety and Health Administration (OSHA) regulations for a small division or a service center for a large division within the City of Memphis. Conducts weekly inspections of facilities equipment and procedures to ensure compliance with federal state and local health and safety regulations in accordance with the workplace safety standards required by law and City policy. Evaluates inspects and observes workplace environments to ensure proper fire prevention safety and first-aid equipment and supplies as well as combustible and other hazardous materials are properly used and stored. Investigates health-related complaints by inspecting the adequacy of ventilation exhaust equipment lighting and other equipment that could affect employee health comfort or performance in accordance with regulations. Observes employees to ensure protective devices are being utilized properly. Uses relevant information and prudent judgment to determine whether events or activities pose threats to the health and/or safety of customers or employees and should be suspended or terminated in accordance with applicable regulations. Develops safety programs and strategies aimed at minimizing on the job injuries by using historical data and other appropriate resources. Prepares and maintains inspection reports including photographs notes of conversations videos correspondences field reviews and other related information using various computer software applications and programs. Maintains and develops emergency evacuation plans for assigned areas. Investigates accidents to identify causes and to determine how such accidents might be prevented in the future. Facilitates and develops safety and education training programs and meetings to educate staff members on general safety principles regulations and equipment procedures. Acts as a liaison in assisting various regulatory agencies/officials with the investigation of complaints.

OTHER FUNCTIONS:
1. Attends seminars and training for continued education purposes as needed.
2. Performs additional functions (essential or otherwise) which may be assigned.


TYPICAL PHYSICAL DEMANDS: Must be able to effectively communicate both verbally and in writing with Division Directors OSHA coordinators employees and TOSHA Inspectors. Must be able to make oral/visual presentations to large and small groups in a variety of environments. Requires the use of general office equipment such as computers and telephones. Requires lifting objects weighing up to 35 lbs. such as various equipment traversing uneven ground bending stooping kneeling climbing reaching above head examining machinery. Specialized protective and safety equipment may be required for some projects. Requires the ability to use an automobile to travel to various work sites around the City.

TYPICAL WORKING CONDITIONS: Work is performed in an office environment and on various work sites including exposure to dust fumes odors noise heat and all types of weather conditions. May be required to respond to accident scenes anywhere in the city 24 hours a day when necessary.

MINIMUM QUALIFICATIONS: Bachelors degree in Occupational Health and Safety Industrial Hygiene Engineering or related field and four (4) years experience conducting occupational or industry safety inspections and ensuring compliance with OSHA requirements or a closely relevant experience or any combination of experience and training which enables one to perform the essential job functions. Must possess and maintain a valid drivers license as a condition of continued employment. Specialized knowledge and experience related to operations in assigned area preferred. Certified Safety Professional and OSHA General Industry Certification preferred.

As defined by Tennessee House Bill 105 first responder means paid full-time law enforcement officers firefighters and emergency medical personnel and dispatchers of law enforcement fire and emergency medical service departments.
