Job Description

The Massachusetts League of Community Health Centers (League) was founded in 1972 as one of the countrys first state Primary Care Associations (PCAs). Established under the same federal authorizing legislation as the health center program (Section 330 of the Public Health Service Act) PCAs are organized around a set of core functions and competencies that provide a framework for support and assistance to health centers and the communities they serve. The League is a non-profit 501(c)(3) organization registered as a public charity with the Secretary of the Commonwealth. It maintains a professional staff at its headquarters in Boston and its training center in Worcester.

Position Summary:

Under the supervision of the VP Finance the Senior Program Manager Finance manages the loan accounting functions of the MA Repay Loan Program - a $310M state-funded loan repayment program supporting health care professionals serving underserved populations. This position oversees loan accounting operations supervises the Finance Coordinator ensures data accuracy and compliance and partners with internal stakeholders to support timely and accurate cash flow management including disbursements recoupments bank reconciliations reporting and compliance. The role requires strong nonprofit finance acumen leadership and a collaborative approach to systems design and continuous improvement.

Essential Functions: (The following is a list of essential functions which may be subject to change at any time and without advance notice. Management may assign new duties reassign existing duties or eliminate a role. Responsibilities include but may not be limited to the following.)

This role requires a candidate who has the ability to:

  • Ensure appropriate infrastructure necessary (general ledger and other financial tracking software) to process monitor and track a very large number of transactions (payments to loan originators and recoupments and compliance reporting is in place and meets the needs of the evolving transactional requirements
  • Work closely with other areas of the organization to ensure that all systems policies procedures and workflows are integrated seamlessly with other segments of the program.
  • Provide continuous feedback identifying problem areas and addressing these in a timely and collaborative manner.
  • Train mentor and guide the loan repayment finance team to success.
  • Manage the activities of Loan Repayment finance team whose primary duties will include:
  • Performing loan system input of all new/renewed and modified loans.
  • Performing loan system input of all maintenance to existing loans.
  • Create all accounting entries (general ledger transaction account) related to input of new/renewed and modified loans.
  • Daily reconciliation of all loan systems.
  • Daily verification of prior days loan system maintenance.
  • Perform periodic review of loan system data integrity
  • RBD (Reserve for Bad Debt) accounting entries and reporting.
  • Distribution of daily reports.
  • Daily review of all loan statements and notices.
  • Performs periodic system maintenance
  • Monthly Loan Reporting.
  • Quarterly loan reporting
  • Process all loan participation (revenue recognition disbursements recoupments and reserves) accounting entries.
  • Process periodic loan OREO and Charge-off accounting entries. Other duties as assigned.

Education/Experience:

  • MBA in finance or accounting or BA/BS with relevant experience.
  • 3 to 5 years of professional experience in accounting and loan operations for non-profit organizations.
  • Knowledge of GAAP accounting rules nonprofit accounting. Government grant and contract management a plus.
  • Proficient in the use of accounting and financial management systems and internal controls.
  • Understanding of contractual agreement structures and the ability to effectively
    manage same.
  • Proficiency with Microsoft Office 365 general ledger packages.
  • Experience using accounting and financial software applications databases and
    expertise in Excel.

Requirements:

The physical demands described here represent those that an employee must meet to perform the essential functions of this job successfully. While performing the duties of this job the employee is required to talk and hear regularly. The employee must be able to remain in a stationary position 80% of the time. The employee needs to move inside and outside the office to access file cabinets office equipment meet with community partners at different sites. The position requires occasionally lifting office products and supplies up to 50 pounds and traveling to various locations for meetings.
