Job Summary:
Under the executive direction of the Deputy Chief of Police the Police Lieutenant is responsible for administrative operational and fiscal oversight of assigned programs providing a broad range of police and safety-related services to the University of Colorado Anschutz Medical Campus. This position supports the Deputy Chief in achieving organizational strategies and objectives and recommends operational and technological improvements. It is also responsible for directing and reviewing the work of sworn and non-sworn personnel performing law enforcement and support activities related to patrol operations.
Key Responsibilities
Plans manages and oversees the day-to-day operations and activities of the Police and Camus Safety Department.
Assists in directing managing and participating in the development and implementation of department goals objectives policies and priorities; recommends appropriate service and staffing levels and administers policies and procedures.
Provides administrative management leadership and motivation to departmental personnel to facilitate the delivery of focused quality service to the campus community.
Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload administrative and support systems and internal reporting relationships; identifies opportunities for improvement and reviews with the Deputy Chief; directs the implementation of improvements.
Trains motivates and directs department personnel; evaluates and reviews work for acceptability and conformance with department standards including program and project priorities and performance evaluations; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline; responds to staff questions and concerns.
Participates in the development and administration of the departments annual budget; assists in the forecast of additional funds needed for staffing equipment supplies and materials; assists in the monitoring of and approval of expenditures; implements adjustments as necessary.
Prepares reviews and presents staff reports various management and information updates and reports on special projects as assigned by the Deputy Chief.
Conducts a variety of organizational studies investigations and operational studies; recommends modifications to departmental programs policies and procedures as appropriate.
Monitors legal regulatory technological and societal changes and court decisions that may affect the work of the department; recommends equipment acquisition training programs and procedural changes to ensure retention of qualified staff and the provision of services to the community in an effective efficient and economical manner.
Investigates and resolves problems with requests for services or complaints regarding Police and Campus Safety functions; conducts internal investigations of complaints from officers and/or the public mediates any conflicts or disputes with department personnel or the public and takes appropriate action to ensure a timely and equitable resolution when first-line supervisors are unable to do so.
In collaboration with campus community partners plans and coordinates campus event management including security traffic/parking planning and staffing.
Develops cooperative working relationships with representatives of other local public safety departments; represents the Anschutz Medical Campus and department in meetings with members of other public and private organizations business educational and community groups and the public.
Provides leadership and administrative expertise during major emergency situations and natural disasters utilizing the National Incident Management System (NIMS )organizational structure and protocols.
Assists with selection training motivation and direction of department assigned personnel; evaluates and reviews work for acceptability and conformance with department standards including program and project priorities and performance evaluations; works with employees
Participates on committees and special assignments including but not limited to the Campus Assessment Response & Evaluation team (CARE) and the Faculty and Staff Threat Assessment and Response Team (FaST).
Prepares and delivers oral presentations related to assigned areas if needed.
Provides highcustomer service when interacting with the public vendors students and campus staff.
Encourages supports and abides by federal state and local policies and the University of Colorado Board of Regents and Anshutz Medical Campus Policies and Administrative Procedures.
Performs other related duties as assigned consistent with the scope of the position.

Onsite this role is expected to work onsite and in Aurora Colorado.

Qualifications:
Minimum Qualifications:
Current valid Colorado Peace Officer Standards & Training (P.O.S.T.) certification
A bachelors degree in criminal justice business administration public administration public relations emergency management homeland security city/regional planning or a directly related field from an accredited institution.
Two (2) years at sergeant rank or higher
Five (5) years of experience in law enforcement
Substitution(s):
Masters degree in Criminal Justice Management or a related field
Five (5) years of law enforcement experience with one (1) year at sergeant rank or higher
OR completion of a minimum of 60 semester hours from an accredited university/college
Seven (7) years in law enforcement with four (4) years of service at the rank of police sergeant

Valid Colorado drivers license
No felony convictions
No domestic violence convictions
Acquiring no more than seven points in the last year and/or more than 12 points within the last two years on a drivers license
No alcohol/drug-related traffic convictions in the last three years and repeat alcohol/drug convictions after the age of 18 within the last ten years

This position has been designated as critical personnel. The incumbent is required to respond after hours during emergencies and report to work for regularly assigned shifts during emergency campus closure
Must be willing and able to provide off-hour phone contact information to be accessible during non-work hours in case of emergencies or to cover unscheduled staffing shortages
Preferred Qualifications:
Minimum one (1) year with the University of Colorado Anschutz Police Department
Graduate/masters degree
Bilingual or multilingual
Graduate from a police management school (LEEDA LPO Command College etc.)
NIMS ICS
Experience working in a full-service law enforcement agency at an urban university or community.
Demonstrated responsibility for fiscal oversight of agency programs or operating areas.
Ability to communicate effectively both in writing and orally.
Ability to establish and maintain effective working relationships with employees at all levels throughout the institution.
Outstanding customer service skills.
Attention to detail.
Experience using Microsoft Word and Outlook

Anticipated Pay Range:
The starting salary range for this position has been established as $141000 - $156300.
The above salary range (or hiring range) represents the Universitys good faith and reasonable estimate of the range of possible compensation at the time of posting. This position may be eligible for overtime compensation depending on the level.
