Job Description

Overview

The Reaching Impact Saturation and Epidemic Control (RISE) project is a multi-year global project funded by the United States Agency for International Development (USAID) working with countries to achieve a shared vision of attaining and maintaining epidemic control with stronger local partners capable of managing and achieving results through sustainable self-reliant and resilient health systems. RISE will support the National Department of Health (NDoH) in improving the quality of the national immunization program and service delivery. Furthermore RISE will support NDOH to expand and strengthen cold chain capacity to ensure effective storage and delivery of medical countermeasures during outbreaks. To implement these activities RISE is engaging a Cold Chain Management Consultant to work with its partners in South Africa. This role is a donor funded position and is available on a consultancy basis from June to September 2025.

Responsibilities

  • Map sites with vaccination cold chain priority gaps
  • Support the procurement of vaccine cold chain management supplies and resources for priority hospitals/health facilities
  • Support the installation and maintenance of procured vaccine resources for cold chain management & monitoring
  • Support Effective Vaccine Monitoring (EVM) audits in provincial depots
  • Support national cold chain management through TA during regular audits and outbreak response of vaccine-preventable diseases

Required Qualifications

  • University degree in Pharmacy with postgraduate degree in Public Health
  • At least 5 years of relevant experience in vaccine cold chain management
  • A deep understanding of the South African EPI program cold chain management
  • Proven experience providing technical support to the NDOH and other relevant stakeholders.
  • Experience collaborating and communicating with national and provincial stakeholders in the immunization industry.
  • Demonstrated analytical organizational and decision-making skills.
  • Ability to travel nationally (50% travel)

Deliverables

  • Summary of vaccination cold chain priority gaps
  • Procurement and installation report for cold chain management supplies and resources
  • Provincial depot EVM audit reports
  • Final report outlining recommendations lessons learned and best practices for national cold chain management
