Job Description

The Integrity Management Program Engineer position develops implements and manages the Integrity Management Program (IMP) under the Integrity Program Manager. This position assures uniform statewide compliance with DOT PHMSA regulations and requirements and performs a variety of engineering and construction work involving standard complex and difficult design modification development maintenance and installation of gas piping systems.

Responsibilities
  • Manages large complex projects involving the Distribution or Transmission Systems including relocations and maintenance or integrity assessments pursuant to IMP. Evaluates proposed projects for compliance issues.
  • Determines project schedule funding limitations and capital expenditure requests task breakdown permits materials and supplies staffing requirements and allotment of available resources to various phases of project.
  • Directs and/or coordinates activities of project personnel to ensure project progresses on schedule and within prescribed budget.
  • Conducts quality control checks and ensures that quality construction and regulatory documentation is received in the manner and time frame required.
  • Plans designs and develops related specifications for systems utilized in the transmission and distribution of gas through its pipelines and prepares company standards policies and procedures to conform with federal and local codes in coordination with Statewide Operations and Engineering Departments.
  • Coordinates with consultants contractors and governmental agencies and provides technical assistance to architects engineers and developers.
  • Reviews construction plans and proposals to preclude IM conflicts with transmission and distribution systems.
  • Provides consultation and assists in coordination with companies/agencies working near buried gas facilities
  • Prepares response letters to requests for plan reviews from other utilities contractors architects and developers.
  • Establishes and maintains effective liaison with General Contractors County Building Plumbing and Fire Inspectors Civil Defense representatives etc.
  • Performs as a Subject Matter Expert Integrity Management Program and DOT regulations. Conducts periodic internal audit of each islands records to ensure proper documentation as required by DOT regulations are being kept.
  • Tracks compliance with DOT Office of Pipeline Safety requirements (including Gas Pipelines Liquid Hazardous Pipelines & Liquid Natural Gas (LNG) Systems) for all systems statewide. Inform all Business Units of due dates and requirements and determines the impact on all affected business units. Keeps abreast of proposed changes to regulations relating to this activity.
  • Under the supervision of the Integrity Program Manager performs IM tasks related to Damage Prevention Program Pipeline Awareness Program (PAP) Control Room Management Operator Qualification Tank Management Program LNG Compliance Program etc.
  • Prepares and submits the annual DOT reports for statewide Distribution Transmission and LNG Systems. Prepares and submits the annual National Pipeline Management System (NPMS) reports for Transmission and LNG Systems.
  • In conjunction with operations management tracks changes to the Operation & Maintenance Manuals Emergency Response Manuals Design & Construction Manual and Operator Qualification Plans as required by the regulations and ensure compliance.
  • Responsible for coordinating and acting as primary point of contact for the annual Department of Transportation (DOT) audits of the programs. Serves as a Company liaison with the DOT inspectors.
  • Performs analytical work using computer software programs such as MS Excel MS Access SynerGEE. Utilizes Geospatial Information Systems (GIS) for inspection maintenance and repair operations. Prepares project plans in Primavera MS Project or similar software and develops detailed cost estimates as required.
  • Researches and evaluates equipment and new technology that could enhance operational efficiency and reduce/contain costs in the installation/maintenance of piping systems.
  • Assists with developing necessary action plan(s) to comply with new/revised regulation(s).
  • Demonstrates technical and analytical competence to understand and interpret federal and state regulations regarding activity and innovative skills to evaluate and resolve compliance issues and problems.

OTHER FUNCTIONS/RESPONSIBILITIES:
  • Keeps abreast of proposed changes to regulations relating to this activity and identifies impact to the Company.
  • Assists in the many other aspects of regulatory compliance (e.g. Tariffs Utility Reports security access requirements for various agencies).
  • Conducts accident and incident investigations as required.
  • Complies with all safety rules and cooperates in the fullest in the promotion of safety and safe work habits to include the reporting of any unsafe conditions or acts. Maintains all EH&S training on a current basis.
  • Maintains assigned work area and equipment in a clean orderly and safe manner; performs housekeeping duties as required and/or instructed. Works in a safe and responsible manner.
  • Performs all other related duties as instructed by supervisor/manager.
Qualifications
Required Education and/or Work Experience:
  • Bachelors degree in mechanical or civil engineering.
  • 5 years successful in-field experience in the liquid or gas pipeline industry with good working knowledge of operational assets and general business philosophies and practices.
  • 2 years project manager experience.
  • Good working knowledge of CFR 49 Part 191 192 and 193 NFPA 1 54 58 and 59 ASME B31 API 1104 and 1163 gas sections of county plumbing codes OSHA and Company O&M and emergency response procedures.
  • Good working knowledge of applicable Federal State and County regulations and Company policies and procedures impacting this activity.
  • Good working knowledge of the Transmission line IMP and Distribution IMP.
  • Proficient in basic Microsoft Office applications including Word PowerPoint MS Excel MS Access and MS Project.
Preferred Education and/or Work Experience:
  • Experience working in a union environment.
  • Knowledge of county permitting processes and requirements the National Electric Code PUC rules and tariffs customer information systems service orders and accounting systems.
  • Proficient in Large Language Models (LLMs).
Required Licensure Certification Registration or Designation:
  • Valid Hawaii Drivers license.
  • May be required to obtain and maintain certifications for access to controlled facilities (i.e. TWIC etc.).
Preferred Licensure Certification Registration or Designation:
  • Engineer in Training (EIT) or Professional Engineer (PE) certificate.
  • Project Management Professional (PMP) certificate.
