WHAT WE OFFER

  • Educational Incentive:An educational incentive of 2.5% for completion of an associate degree 3.5% for completion of a bachelors degree OR 5% for completion of a graduate degree.
  • Bilingual Incentive:Proficiency levels by exam are $.69 per hour (Level I); $1.00 per hour (Level II); or $1.32 per hour (Level III).
  • Vacation Accrual:New regular full-time employees shall accrue approximately 14 days of vacation a year for the first 10400 hours or 5 years of service; vacation accruals increase atand 20 years of service topping out at 26 days a year and 400 hours of vacation hours banked.
  • Vacation Redemption:After 14560 hours of continuous service an employee may elect to cash in or redeem up to 80 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.
  • Sick Leave:Full-time Regular employees accrue 3.08 hours of sick leave per pay period with an advance at hire of 40.04 hours which will be balanced at the completion of 13 bi-weekly pay periods.
  • Deferred Compensation:Eligible to participate in the Countys 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.
  • Health Plans:Full-time employees are afforded a flexible credit allowance for purchasing medical dental and/or vision insurance from a group of authorized plans: Tier One for employee only is $509 per biweekly pay period Tier Two for employee plus one is $779 per biweekly pay period and Tier Three for employee plus family is $983 per biweekly pay period.
  • Flexible Spending Accounts:Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS approved dependent care and health care expenses.
  • Pension Plan:Both the County and employees contribute to the Countys Retirement Plan and to Social Security. If eligible reciprocity may be established with other public retirement systems such as PERS.
  • Holidays:12 paid days per year which includes a scheduled floating holiday.
The Public Works Agency is seeking innovative creative and committed individuals who will continuously challenge themselves to do the best job possible as an Engineering Technician for the County of Ventura.

The Public Works Agency employs Engineering Technicians in four Departments:
  • Water & Sanitation (W&S):operates 24 hours a day 365 days a year to serve the public and is responsible for the administration customer service billing operation maintenance design construction and inspection of water and sewer systems: specifically four potable water systems seven sewer collection systems three wastewater treatment plants and one recycled water system.
  • Watershed Protection (WP):emphasizes integrated watershed management to solve flood control problems with environmentally sound approaches protecting life property watercourses watersheds and public infrastructure from the dangers and damages associated with flood and stormwaters.
  • Roads & Transportation (R&T):responsible for planning designing funding building operating and maintaining the County Road System approximately 542 centerline miles of roadway bridges drainage and related transportation facilities and coordination of unincorporated area public transit needs.
  • Engineering Services (ES):responsible for a range of engineering services to clients in the County of Ventura organization and the public. Services include capital program and project management facilities contracting land development flood damage mitigation and land surveying.
THE POSITION
Under general supervision (I II) or direction (III IV) performs progressively complex technical engineering office or field activities on Public Works or land development projects using a variety of computer programs; makes office and/or field technical computations/assessments; maintains records and reports; and performs related duties as required.

THE SUCCESSFUL CANDIDATE
The successful candidate will haveexperience with transportation planning GIS design construction engineering standard specifications/plans and development processes and permits as it relates to the various departments within Public Works; haveexcellent verbal/written communication require minimal direction and be motivated to assist customers with processes. The successful candidate will be able to interact effectively with a wide range of individuals and possess strong computer.

DISTINGUISHING CHARACTERISTICS
Each level differs from the preceding level in that incumbents are expected to demonstrate greater initiative self-direction independent judgment and analytical skills with less supervision than the preceding level.

At the entry level the Engineering Technician I assists or performs routine assignments while developing a variety of technical engineering skills and abilities. Engineering Technician II performs assignments that are increasingly diverse and complex with less supervision than Engineering Technician I. Engineering Technician III the journey level is responsible for projects involving technical engineering office or field assignments. The Engineering Technician IV completes special projects or has overall supervisory responsibility for a major section or unit including training and development of subordinates.

PAYROLL TITLES AND APPROXIMATE SALARIES:
Engineering Technician I - $25.33 - $35.38 per hour
Engineering Technician II - $27.15 - $37.90 per hour
Engineering Technician III - $28.72 - $40.40 per hour
Engineering Technician IV - $31.30 - $43.89 per hour

DEPARTMENT/AGENCY: Public Works Agency

Engineering Technicians are represented by the Service Employees International Union (SEIU Local 721) and are eligible for overtime compensation.

Examples Of Duties

Duties may include but are not limited to the following:

  • Prepares cost estimates for projects; makes field checks of existing conditions for additional information;
  • Conducts studies and prepares reports on complex technical problems relating to Public Works facilities and site improvements; prepares estimates and forecasts;
  • Creates updates inputs tracks and analyzes data using various computer programs;
  • Using computerized drafting or GIS programs prepares planning drawings of various Public Works projects;
  • Issues permits calculates fees and bond requirements; collects permit and traffic impact mitigation fees processes payments;
  • Prepares checks maintains and coordinates necessary subdivision bonds agreements trust fund deposits plans specifications and other documents; prepares reports records and correspondence;
  • Prepares preliminary assessment district maps and collects and prepares financial and technical engineering data for review and input;
  • Acts as liaison with governmental agencies engineers contractors surety and others;
  • Reviews subdivision maps improvement plans and traffic control plans assists in determining all legal and technical requirements for construction contracts etc. are met;
  • Performs engineering and drafting computations and tasks and apply them within the Enterprise GIS environment;
  • Performs edits on spatial and tabular data querying geospatial and tabular data within ArcMap GIS tools (i.e. custom Data Reviewer) or related tables and utilizing joins to ensure compliance with business process and database standards;
  • Assists in maintaining the street systems inventory and yearly condition assessment;
  • Assists in coordinating and monitoring street systems maintenance programs including the annual pavement preservation seal coat and concrete replacement programs;
  • Assists in planning developing and implementing the pavement management systems;
  • At the III or IV level: supervises and trains subordinate personnel including checking calculations and drafting of others engaged in the preparation of plans and estimates for public works projects;
  • Performs related duties as assigned.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION TRAINING and EXPERIENCE
Some to extensive technical engineering experience which has led to the acquisition of the required knowledge skills and abilities. The required knowledge skills and abilities also can be obtained by at least one year (1) (Engineering Tech I) or three (3) years (Engineering Tech II) four (4) years (Engineering Tech III two (2) years of which must have been at the Engineering Tech II level) or five (5) years (Engineering Tech IV) two (2) years of which must have been at the Engineering Tech II or III level) of responsible qualifying technical field or office engineering experience in the specialty assignment area.

Completion of an Associate of Arts degree in civil engineering technology OR two (2) years of college work in a civil engineering curriculum OR 24 units of college course work in algebra trigonometry physics chemistry land surveying soil mechanics or other related course work may be substituted for one (1) year of the total required experience. Course work must reflect good performance and must be approved by the Public Works and Human Resources Departments.

NECESSARY SPECIAL REQUIREMENTS

  • Must possess and maintain a current valid California driver license.
  • Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.
  • May be required to work outdoors and occasionally be exposed to inclement or hazardous conditions requiring moderate to heavy physical activities.
DESIRED:
  • Strong understanding of computer scripts/program process.
  • Possession of strong computer skills in MS Office Suite: Word Excel. PowerPoint Access.
  • Knowledge of civil engineering drafting methods principles and practices.
  • Basic familiarity with ESRI ArcGIS Pro software (R&T).
  • Some familiarity with Transportation Planning (R&T).
  • Knowledge and experience in street systems maintenance program and pavement management systems (R&T).
  • Knowledge of raters on pavement condition rating based on the MTCs 8AC/7PCC-distress protocol (R&T).
  • Knowledge of ESRI Software Suite ArcGIS Desktop interface ArcSDE versioning workflows (R&T)
  • Experience in the preparation of technical reportspreliminary engineering design reportsconditions of approval drainage reports/studies grant applications etc.
  • Knowledge in Computer Aided Drafting to generate exhibits or work orders.
  • Knowledge of Geographic Information System (GIS).
Knowledge Skills and Abilities:
  • Some to thorough (depending on level in series) knowledge of algebra geometry etc. and their application to engineering problems; ability to assist in preparing reports.
  • Some to thorough (depending on level in series)knowledge of materials methods and equipment used in construction of public works facilities and development projects.
  • Some to thorough (depending on level in series) knowledge of drafting techniques ability to perform drafting; ability to read and interpret engineering notes plans and specifications.
  • Some to thorough (depending on level in series) knowledge of and ability to use personal computers and relevant technical engineering and office application programs.
  • Some to thorough (depending on level in series) ability to establish and maintain effective working relationships.
  • At the III or IV level ability to take independent action and follow through on projects; assist in training subordinate employees.

Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

If there are three (3) or fewer qualified applicants an examination will not be conducted. Instead a score of seventy percent (70%) will be assigned to each application and each applicant will be placed on the eligible list.
