Job Description

The Mayors Office to End Domestic and Gender-Based Violence (ENDGBV) develops policies and programs provides training and prevention education conducts research and evaluations performs community outreach and operates the New York City Family Justice Centers and community-based programs. We collaborate with City agencies and community stakeholders to ensure access to inclusive services for survivors of domestic and gender-based violence (GBV). GBV can include intimate partner and family violence elder abuse sexual assault stalking and human trafficking.

ENDGBV is implementing a citywide Domestic Violence High Risk Team (DVHRT) as part of NYCs commitment to reduce domestic violence and support survivors. DVHRTs are a nationally recognized coordinated community-response that brings together representatives from the criminal justice system local government and community-based domestic violence organizations to assist survivors who have been identified to be at a high-risk for homicide. The DVHRT will be coordinated by ENDGBV and engage key city agencies law enforcement and community-based organizations in providing proactive outreach and connection to services for high-risk domestic violence victims and their families.

ENDGBV is seeking one (1) Executive Director to oversee the implementation and operations of the DVHRT.

The Domestic Violence High Risk Team will be part of ENDGBVs Family Justice Center and Survivor Support team and the Executive Director of the DVHRT will report directly to the Deputy Commissioner for Family Justice Centers and Survivor Supports. The Executive Director will supervise the Domestic Violence High Risk Coordinator and will serve as a legal counselor to the programs managerial and executive addition the Executive Director serves as advice and counsel and answers questions of law fact and administrative policy to the betterment of the Domestic Violence High Risk team.

The Executive Director will:

-Serve as legal counselor for the Commissioner and Deputy Commissioner on questions of law fact and administrative policy that impact the DVHRTs successful operations

-Implement and direct the work of the citywide DVHRT through the development of legally sound policy recommendations confidentiality protocols that comply with federal state and local laws and operational procedures including referral and intake processes assessing risk and safety planning community outreach and data collection

-Draft and recommend complex legislative administrative and policy changes to streamline and enhance City services based on the system gaps and barriers identified by the DVHRT

-Facilitate and coordinate the DVHRT meetings and oversee the implementation of the teams recommendations to ensure each survivor referred to the DVHRT is effectively supported and linked to all appropriate social and legal services

-Direct the work of the DVHRT Coordinator to ensure the service legal and safety needs of all DVHRT clients are met

-Serve as primary legal liaison with all DVHRT team members including City and State agency partners the District Attorneys Office Family Justice Center representatives NYPD civil legal organizations Courts and community-based partners

-Ensure the work of the DVHRT is grounded in client centered trauma informed practices that safeguard the clients confidentiality while optimizing interagency coordination

-Develop a training curriculum for DVHRT team members

-Oversee program evaluation and reporting for the DVHRT

-Represent ENDGBV at coalition meetings task forces and/or committees addressing domestic violence and the legal and social service systems response to domestic and gender-based violence

-Participate in community outreach events to increase awareness of domestic and gender-based violence and conduct presentations on domestic and gender-based violence and the legal systems response to DV/GBV and on the DVHRT

-Attend relevant staff team and supervision meetings trainings workshops and seminars; Perform other related duties as assigned.


Work Location: 80 CENTRE ST New York NY 10007

Hours/Schedule: Monday-Friday 9:00 a.m. to 5:00 p.m.

EXECUTIVE AGENCY COUNSEL - 95005


Qualifications :

Admission to the New York State Bar; and four years of recent full-time responsible relevant satisfactory legal experience subsequent to admission to any bar eighteen months of which must have been in the supervision of other attorneys in an administrative managerial or executive capacity or performing highly complex and significant legal work.

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
