JOB TITLE: Shipping Officer
TYPE OF CONTRACT: Consultancy Contract CST II
UNIT/DIVISION: Supply Chain
DUTY STATION (City Country): Ashdod - Palestine
DURATION: 11 months
ORGANIZATIONAL CONTEXT:
These jobs are found in Headquarters (HQ) and report to a more senior Shipping Officer. Job holders operate in a specific area of shipping have wide responsibilities and make significant contributions to ensure effective shipping operations. They provide guidance to junior staff and support their learning and development needs.
JOB PURPOSE:
To plan and coordinate WFP shipping operations including the activities of external contracted organizations to ensure the provision of cost-effective
shipping services and that set objectives are achieved in full.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Manage logistics operations including all logistics assets in order to ensure timely and cost-effective delivery of WFP cargoes.
with local commercial and government counterparts to facilitate logistics operations in Ashdod and lead preparation of transport arrangements and contracting of all associated services in accordance with established guidelines.
3. Plan and lead on implementation of logistics operations and initiatives ensure timely efficient and cost-effective cargo movement
4. Implement operational warehouse procedures and normative guidance in order to manage WFPs warehouse 3rd party warehouses logistics staff to handle inventory effectively through corporate systems and ensure loss mitigation.
5. Review and be aware of WFP Superintendence arrangements to ensure adequate measures are in place for commodity quality control and any immediate actions can be taken to always safeguard the commodities and WFP interest.
6. Report immediately about loss and damages. Documentary support of such damages to be sent to WFP Risk Mitigation and Shipping Rome. Intervene in cases of damaged cargo and arrange for adequate inspections sampling testing and final settlement of disputed cargoes
7. Ensure proper port/country/WFP procedures are strictly adhered to when disposing of spoiled commodities to avoid legal fines and/or penalties.
8. Ascertain logistics reporting and monitoring of dispatches and deliveries and quality/quantity controls
9. Monitor the performance of WFP contractors (transport warehouse management superintendence etc) perform assessment and report on their performances.
10. Build relationships and collaborate with counterparts in the key supply chain functions to ensure an integrated supply chain approach for WFP Logistics activities.
11. Coordinate and communicate with relevant parties (liners shipping Agents/Port Authorities C&F Agent Customs) for WFP shipments for clearance and transport planning to WFP Bonded Warehouse.
12. Communicate and coordinate with WFP Shipping Unit to oversee that proper documents are received and submitted to local authorities prior to shipments arrival.
13. Keep shipping files in good order to do a proper tracking and recording of all incoming/outgoing WFP consignments.
14. To ensure all inspection and monitoring practices are in place for all warehouse activities and conditions.
15. To ensure pest control standard procedures are in place to ensure safe keeping of WFP commodities during storage period.
16. Follow up the rules and procedures described in the WFP Logistics Manual and participate in the development of further improvements in procedures documentation and reporting of the WFP Operation if needed.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
Experience in commercial or government transportation sectors.
Experience determining with CO and other Supply Chain actors best shipping modality/timing and liaising with agents and suppliers to ensure cargo readiness.
Experience managing network of freight forwarding and charter protecting agents at load and discharge ports.
Experience managing the discharging operations for chartered vessels and the contracting of stevedoring services.
Experience negotiating and concluding ocean transportation contractual arrangements with commercial shipping lines and ship owners.
Experience supervising professional/national staff.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:Advanced University degree in Transport Economics Supply Chain Shipping Logistics or other relevant area or First University degree with relevant logistics qualifications or additional logistics experience in port freight forwarding and shipping operations.
Languages:Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic Chinese French Russian Spanish and/or
Portuguese (a WFP working language).
