Job Description

Personal Attributes Education & Qualifications

  • Internationally recognised qualifications academic qualification in Technical Engineering Diploma / Bachelor in Chemical.
  • Willingness to travel internationally and relocated to work sites including offshore.
  • Be able to work independently with little supervision but strong sense of responsibility.
  • Must be able to communicate and demonstrate effective working relations with other key project team members and Contractors.
  • Must have the ability to comply with specific project responsibilities and have the ability to effectively co-ordinate the efforts of assigned personnel.
  • Requires the ability to resolve the conflicting interests of the Company and Suppliers with the satisfaction.
  • Be proactive initiative and flexible.
  • A good command of English and Mandarin both verbal and written.

Position Recommended Qualifications Experience & Skills

  • Minimum of 12 years of oil & gas experience of which 6 years must be a QC Coating / Insulation Inspector / Supervisor position or similar roles.
  • Project and operational experience in a similar role with an Oil and gas Operator an advantage.
  • Shall have NACE or FROSIO Level III Coating Inspector certification.
  • Multi-discipline inspector preferred (coating and welding inspection).
  • Having CSWIP 3.1/AWS certified Welding Inspector or equivalent and ISO 9712 NDE Level II Certification or equivalent is an advantage.
  • Extensive experience of implementing QAQC culture according to Project QAQC philosophy strategies and procedures on site.
  • Extensive project experience in Fabrication of MEG Module Mechanical Completion and Pre-Commissioning.
  • Robust understanding of site inspection activity fabrication work process and non-conformity process.
  • You must be able to demonstrate a thorough knowledge of best practices solid industry codes and standards background.
  • Practical experience and knowledge of national and international manufacturing codes and specifications relevant to our industry (ISO NACE ASTM ASME AWS API and etc.).
  • Working experience in an international Company based at China fabrication yard is an advantage.

Position Role and Responsibilities

  • Carry out Inspection at each stage as indicated on ITPs and ensure the quality of inspected items meets project requirements and standards.
  • Monitor and control implementation of approved plans Surveillance plans and Inspection and Test Plans (ITPs).
  • Review relevant Contractors and suppliers ITPs and procedures.
  • Ensure Inspection documents / reports were endorsed by all parties and up to date.
  • Conduct daily surveillance and ensure work is inspected by the contractors QC team.
  • Inspection review of material certificates material receiving verification and storage preservation.
  • Ensure weather conditions are acceptable in line with applicable standards/specifications (environmental time and economic constraints).
  • Ensure manufacturers instructions and MSDS are followed while handling and storing painting/coating materials and abrasives at the site.
  • Ensure protection of flange serration instruments etc. before blasting.
  • Ensure surface preparation blast profile and cleanliness meet requirements.
  • Continuous monitoring of surface cleanliness and recording of surface profile (this should take place at least three times during the coating process: before any surface preparation activities start after surface preparation before coating begins and between each application of coating in a multi-coat system).
  • Monitor wet film thickness during application and application techniques.
  • Monitor dry film thickness and recoating intervals.
  • Ensure any identification marks or tags that are removed or over-coated are replaced.
  • After the full curing activity conduct visual inspections and specified non-destructive and/or destructive tests.
  • Conduct visual inspections after each coat (verify correct shade degree of gloss evenness and ensure the surface is free from tackiness after drying/curing and free from cracks holidays runs sags wrinkles patches brush or roller marks or other defects that may be deleterious to the quality of the coating).
  • To witness for coating procedure and performance qualification test including destructive tests as applicable in accordance with the project specifications (holiday detection adhesion testing impact resistance testing cathodic disbandment testing thickness of coating on steel body thickness of coating on weld bead peel test overall degree of adhesion and voids exposing bare metal).
  • Inspect insulation material to verify the manufacturer type of product thickness of insulation and batch number.
  • Verify insulation materials are stored off the floor under shade in secured and well-ventilated areas away from moisture and water which may lead to loosening of insulation strength.
  • Ensure insulation materials are stored separately based on type width and thickness.
  • Ensure system/subsystem testing reinstatement and painting are completed and released from piping/equipment prior to starting insulation.
  • Ensure piping and equipment are insulated as per the line list and isometric.
  • Ensure equipment insulation is as per the equipment data sheet.
  • Verify heat-traced piping/equipment are released prior to the application of insulation.
  • Ensure piping and equipment are clean dry and free from grease dirt loose rust and scale.
  • Verify that austenitic stainless-steel vessels equipment and piping need special attention to prevent contamination due to corrosive products like chlorine and chlorides and that surfaces are wrapped with aluminium or stainless-steel foil as per project specifications.
  • Inspect insulation/cladding at each stage as indicated on ITPs.
  • Check for any damages and defects upon completion of each stage of painting/coating works.
  • Ensure inspection and test equipment is serviceable within calibration periods and that personnel are knowledgeable in its use.
  • Verify materials are used in the same order in which they are delivered ensuring the order of consumption is first-in-first-out.
  • Continuous monitoring of traceability of product and fabrication activity at site.
  • Provide assistance to the Site Lead QAQC Lead in planning and coordinating the inspection and construction progress.
  • Ensure that Quality Management principles are understood and implemented within all areas of project procurement activities.
  • Assist in the implementation and maintenance of project and corporate Quality Management Systems.
  • Monitor Contractors QAQC KPIs against the project plan and prepare / submit weekly and monthly progress reports on installation related matters.
  • Provide technical support propose solutions to discipline issues and ensure supervision of daily activities.
  • Submit regular activity reports provide input for daily reports and ensure confidentiality of documentation.
  • Assist in audits of Contractor execution and performance in the areas of Site locations ensuring that work is performed in compliance with Company and identified QAQC standards and requirements.
  • Undertake shop surveys and participate in the appraisal of proposed suppliers.
  • Address and report any anomalies or issue of NonConformance Report (NCR) to items found not compliant and to Contractor / Subcontractor / Vendor for appropriate disposition.
  • Assist with Non-conformity Investigation and Trouble shooting at company and coordinate with Contractor/Subcontractor.
  • Communicate lessons learned from Quality issue to the remaining part of the organization and make recommendations to prevent recurrence.
  • Prepare Punch List during the final stage of mechanical completion and submit it to the concerned units for corrective actions.
  • Review and complete Contractor/Subcontractor/Vendors Final Documents (MDB MRB and Fabrication Records).
  • Perform other related duties as assigned.
