You will be updated with latest job alerts via emailThe Project Monitor is a member of the Worker & Community Protection Program at the Harris County Department of Economic Equity & Opportunity. As part of the Inclusive Procurements Division the Worker & Community Protection Programs ensure that contractors getting paid deliver on promises they made on compensating workers operating a safe working environment and creating economic opportunity in communities.
The Project Monitor oversees the daily operations of various contractors concerning prevailing wage rates worker safety and other requirements in connection with Engineering Flood Control and Economic Development projects.
Duties and Responsibilities:
Works across departments with peers in other groups to ensure collaboration for shared goals. Other duties as assigned. 10%
Oversees contractor Certified Payroll Submittal and Labor Compliance Software database entry/maintenance resolves issues conducts site observations and interview and claims support. 25%
Oversee contractor/subcontractor compliance with prevailing wage rates worker safety and other requirements as specified by Texas Government Code 2258 US Department of Labor under the David-Bacon Act Harris County economic development programs and other local state and federal programs as it relates to assigned projects. Assist in Worker Safety audits regarding OSHA 10 and OSHA 30 compliance. 20%
Maintains proper contract documentation including CPR approvals Pre-Bid and Pre-Construction packets and presentations daily reports and LCPTracker entry & administrative notices. Shared maintenance of the Claims board (e.g. payment bonds and insurance). 20%
Monitors projects for user departments (HCTRA Harris Health Port of Houston HCFCD HCED) including vertical and horizontal construction road & bridges & buildings pursuant to State Government Code 2258. Provides reports and Construction presentations as well as field observations.

Education and Experience:
High School Diploma and at least 1 year of experience in construction compliance DBRA and/or prevailing wage monitoring.
Licensure:
A valid Class C Texas Drivers License.
Knowledge Skills and Abilities:
Ability to self-start; assume ownership in setting goals.
Requires strong knowledge using various types of office-related labor compliance and design software.
Utilize exceptional time management skills and effectively prioritize and manage multiple tasks/initiatives.
Able to interact effectively with a diverse group of employees as part of leading and managing a team in its execution of departmental work plans.
Read/comprehend written materials write/record legible notes and correctly complete required forms.
Ability to lead and manage a diverse set of activities in support of departmental objectives.
Understanding of Construction Compliance requirements and documentation including approval of Certified Payrolls.
Knowledge of DBRA Labor Compliance Software and State Govt Code 2258 regarding prevailing wage requirements.
Ability to understand the objectives of a strategic plan and align resources to accomplish those objectives.
Ability to handle highly sensitive and confidential information at all times.
Ability to work independently with limited supervision relative autonomy and general review.

Preference associates degree and Minimum of two (2) years of experience in construction compliance.
Preference - Bilingual Spanish highly preferred.
Preference - ability to obtain OSHA 10 and OSHA 30 Card may require TWIC card
Position Type and Typical Hours of Work:
This position involves coordination with contractors project managers and various departments.
It also involves interface with organizations and individuals outside of Harris County as well as elected officials of Harris County.
Typical work routine is eight-hour days Monday through Friday but also subject to frequent early morning evening weekend emergency and holiday work.
Work Environment and Physical Demands:
Work is performed indoors in a normal office environment with acceptable lighting temperature air conditions and noise levels as well as a large percentage of time spent outdoors at construction sites with exposure to heat humidity rain wind and storm conditions.
Extensive use of a vehicle and mobile device.
May be exposed to fluids compounds or chemicals used in office environments and outdoor work areas.
Must wear PPE.
Sitting for extended periods of time with frequent standing and walking and occasional ascending/descending stairs.
Visits to indoor and outdoor work locations.
Occasional exertion of up to 20 pounds of force and/or a negligible amount of constant force necessary to move objects.
