Position Summary:
Under the supervision of the Juvenile and Probate Court Administrator this position is responsible for presiding over a variety of non-jury juvenile delinquency and child protective proceedings and hearings. Performs legal research and prepares orders and judgments.

Pay Rate Information:
The Juvenile Court Attorney/Referee is a non-union position and starting pay is $96112/yr. This position is eligible for step pay increases within our Non-Union Grade 13 Wage Scale. Top end of the current wage scale for this position is $121752/yr.
Essential Job Functions:
An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties which the employee may be expected to perform. - Conducts hearings examines testimony and evidence prepares and reviews orders drafts opinions and conducts legal research on a variety of assigned cases.
- Consults with judges referees probation officers case workers police officers and other concerned parties on case circumstances outcomes and compliance.
- Meets with respondent juveniles and parents attorneys and other parties before and after trials to discuss the circumstances and outcomes of cases and explore alternative measures of resolution.
- Assists and trains co-workers in interpreting and applying court rules statutes relevant case law office policies and procedures and other related issues.
- Tracks and monitors compliance with case outcomes and takes additional action when required.
- Monitors Department of Human Services and private agency compliance with delinquency and child protective proceedings and probation compliance with delinquency proceedings.
- Advocates on behalf of the Juvenile Court in cases to present and interpret evidence determine outcomes and resolve case disputes.
- Responds to questions and concerns from the public and other agencies regarding department operations policies procedures and other related issues.
- Keeps abreast of legislative and regulatory developments new administrative techniques and current issues through continued education and professional growth. Attends conferences workshops and seminars as appropriate.
- Presides over a variety of child protective and juvenile delinquency hearings and bench trials on a daily basis. Examines testimony evidence and supporting documents needed to render appropriate legal decisions and recommendations to the judge. Rules on motions objections and the admission of evidence. Ensures proceedings are conducted in accordance with applicable laws and procedures due process rights of parties are preserved and compliance with all time deadlines.
- Performs fact-finding draws conclusions of law prepares and reviews court orders drafts legal opinions and conducts legal research on a variety of assigned cases.
- Serves as the on-call referee to conduct a variety of after-hours emergency child protective and delinquency hearings and prepares corresponding orders.
- Participates in the creation and monitoring of interoffice policies and procedures.
- Performs all other duties as assigned.

Requirements include the following:
- Juris Doctorate and five years of progressively more responsible professional legal experience.
- The Court at its discretion may consider an alternative combination of formal education and work experience.
- License to practice law in the State of Michigan and a member in good standing with the Michigan Bar Association.
- Michigan Vehicle Operators License.
- Thorough knowledge of the principles and practices of the State of Michigan juvenile law mediation and conflict resolution conducting legal research and applicable local state and federal laws rules and regulations.
- Considerable knowledge of analyzing complex legal documents and interpreting evidence and arguments.
- Skill in assembling and analyzing data and preparing comprehensive and accurate reports.
- Skill in effectively communicating ideas and concepts orally and in writing and making presentations in public forums.
- Ability to establish effective working relationships and use good judgment initiative and resourcefulness when dealing with County employees contractors to the County representatives of other governmental units professional contacts elected officials and the public.
- Ability to assess situations solve problems work effectively under stress within deadlines and in emergency situations.
- Skill in the use of office equipment and technology including Microsoft Suite applications and County and court software databases.
- Ability to attend meetings scheduled at times other than normal business hours.
- Ability to respond to emergencies or service needs on a 24-hour basis.
