The Role

The Housing Programs Supervisor is responsible for overseeing a team of 5 to 10 frontline staff including Housing Specialists Landlord Support Specialists and Housing Inspectors who support the administration and program operations of Permanent Supportive Housing (PSH) and Rapid Re-Housing (RRH) subsidy programs by contracting with various community partners. The Housing Programs Supervisors core responsibilities include overseeing housing program operations fostering a cohesive and high-performing team through effective supervision and actively participating as a member of the Management Team.


This position reports directly to the Director of Housing Programs and is integral to advancing HOMs mission to support housing stability in Southern Arizona.


Primary Job Responsibilities

Program Operations/Oversight

  • Oversee and audit program activities to ensure the delivery of consistent accurate quality and compliant program operations for the various housing programs.
  • Monitor Housing Specialists data entry in housing software and proper maintenance of participant files; including evaluation of initial and annual income eligibility determination client rent calculations execution of program contract documents voucher status and program terminations.
  • Monitor inspectors performance with inspection scheduling notifications and conducted inspections regarding data entry and proper maintenance of files.
  • Coordinate with the other HOM offices to ensure accurate information is tracked and communicated between the offices.
  • Monitor landlord support specialist activities to ensure data collection reporting and activities are performed accurately and timely.
  • Coordinate with other HOM offices regarding Landlord Engagement and Landlord Support efforts to provide data to the Central team and provide accurate information to the Southern landlord support specialist.
  • Monitor landlord support employees activities including landlord orientations Padmission entry and maintenance landlord incentives and damage claims for accuracy and timeliness.
  • Coordinate with the Owner Support Supervisor to ensure compliance with program requirements for annual lease renewal execution of program documents and contracts.
  • Outreach to landlords that have fallen below HOM standards.
  • Ensure and monitor timely completion of annual re-examinations for program participants by Housing Specialists in accordance with program rules/regulations.
  • Assist the Training Coordinator in development of program training needs/plans for their teams and individual contributors on the team.
  • Ensure relationships with program participants case managers landlords and partners meet company customer service standards.
  • Work collaboratively with other company departments in the maintenance and improvement of relations with the landlord community through periodic contact via phone written correspondence and in-person visits to properties.
  • Resolve elevated concerns from clients landlords and case management as necessary.
  • Monitor program briefing materials and ensure accuracy of content making changes when necessary.
  • Oversee performance of program briefings for new program applicants by Housing Specialists.
  • Generate evaluate and analyze reports from housing software platforms to assist in program evaluation and team needs.
  • Assist team members with clinical case conferences related to housing stability issues for program participants as requested or needed.
  • Provide advocacy for program participants in the community.


Team Supervision and Development

  • Model encourage and reinforce company culture and values with team.
  • Engage train and develop team members utilizing traditional and innovative team-building techniques.
  • Conduct ongoing reviews with team members.
  • Perform supervisory duties including hiring coaching performance improvement plan addressing concerns documenting employee performance concerns and terminations.
  • Assist team members with professional development by guiding team members in obtaining professional certifications staying informed and current on industry trends changes in program rules and regulations and other pertinent approaches to professional development.
  • Conduct and facilitate a monthly team meeting.
  • Provide praise and constructive feedback in a timely and effective manner.
  • Encourage team members to evaluate and make suggestions for program process or implementation improvements.
  • Disseminate information to teams in support of leadership vision.

Leadership Team Participation

  • Participate in management meetings and trainings as led by Senior Leadership Team.
  • Report out on area of responsibility via written reporting at monthly management meeting. Introduce for discussion or request assistance on any items needing attention.
  • Engagement in company vision and support of objectives and key results.

Administrative Duties

  • Assist the Director with recruiting hiring and termination of Housing program staff.
  • Provide recommendations for continued development of personnel policies.
  • Liaise with community partners and resolve service concerns as directed by Director or CPO.
  • Cultivate relationships with other housing service agencies social service agencies and industry organizations.
  • Remain current on industry trends and housing program regulation changes.
  • Provide support and assist with coverage for Housing Specialists as needed to ensure the highest level of customer care. Including ensuring adequate team coverage for extended vacations/absences.
Requirements

Essential Skills:

  • Proficiency in Microsoft Office 365 applications including SharePoint OneDrive Teams Planner Outlook Word Excel etc.
  • Strong organizational skills with aptitude for project management and multitasking to manage multiple concurrent projects.
  • Working knowledge of fundamentals of EQ and application of EQ in a team environment.
  • Proficient in Team Management and Motivation.
  • Experience in overcoming Compassion Fatigue.
  • Knowledgeable of AZ Residential Landlord & Tenant Act
  • Ability to present and maintain professional interactions with team members community organizations and partner organizations via written verbal and in-person communications.
  • Demonstrated high level of skill with interpersonal relationships and communication.
  • Strong sense of ownership of work processes and outcomes.
  • Excellent people skills and the proven ability to work well with a wide range of personalities.

Other Skills and Requirements:

  • Team Member will have unrestricted access to sensitive information that may include PII and PHI which requires adherence to HOM Security and Privacy Policies.
  • Team Member may use or disclose PII or PHI through the course of their Financial and Human Resources duties listed above. All use and disclosure are subject to procedures outlined in Section 1.10 of the HOM Privacy Policies.
  • Demonstration of performance and attributes contained within the four (4) focus areas of HOM Inc.s Competency Model Emotional Intelligence Expertise Ethics and Excellence.
  • Current Arizona Drivers License.
  • Current Automobile Insurance.
  • Willingness to perform duties as needed or as assigned.

Education and Training:

  • Understanding and commitment to Housing First principles in ending homelessness.
  • Demonstrated experience in leading teams in a supervisory or management role.
  • Industry certifications or ability to obtain within one (1) year of hire.
  • Associates and/or bachelors degree preferred.
