The Senior Grant Accounting Specialist is responsible for the timely and accurate billing of grantors and the monitoring and resolution of related aging accounts receivable. This position monitors expenditures for allowability under funder requirements and completes the timely recognition of this role you will provide accurate and timely reports to stakeholders including program partners and leadership. Additionally this position is responsible for meeting funder financial reporting requirements including federal financial reports.
As the Senior Grant Accounting Specialist you will:
Complete and distribute monthly actual vs budget reports using approved reporting templates and processes.
Maintain the account hierarchy and monthly review of variances with stakeholders.
Work with program staff to determine allowability of expenses and address variances through adjustments.
Collaborate with financial reporting partners in the analysis follow up and preparation of financial reports.
Complete and submit reports and documents to granting authorities and funders.
Work collaboratively with the cash management unit to ensure accurate payments; monitor account receivables.
Review accounts receivable aging reports; provide follow-up on any receivable over 60 days including communication and notices to grantor.
Monitor and document receivables deemed uncollectible; escalate to supervisor for write-off processing.
Review monthly expenses to ensure accurate use of cost objects and ledger and allowability under grant terms and conditions.
Collect and maintain documentation for review by auditors and in compliance with retention schedules.
Complete monthly payroll accounting adjustments (PAA); maintain backup documentation and justification for all adjustments to payroll.
Prepare audit samples as requested by auditors; ensure internal controls are being followed.
Review internal county budget and proposed grant external budgets.
Evaluate allowability of proposed expenditures to ensure compliance with grant terms and conditions.
Monitor unearned revenue and beginning working capital.

Minimum Qualifications/Transferable Skills*:
Education/ training equivalent to a bachelors degree from an accredited college or university with major course work in accounting finance or a related field.
Three (3) to six (6) years of relevant experience that demonstrates the ability to perform the duties of the position.
Must pass a reference check.

Strong analytical skills and thorough knowledge of Generally Accepted Accounting Principles (GAAP) Financial Accounting Standards Board (FASB) and Government Accounting Standards Board (GASB).
Skill to apply and adapt established accounting principles and procedures to a variety of County fiscal applications.
Skill to independently recognize problems and assist in developing solutions.
Demonstrated ability to operate and maintain accurate reports and records.
Ability to communicate clearly and concisely both orally and in writing; and to establish and maintain cooperative working relationships with those contacted in the course of work.
Demonstrated experience and proficiency in Microsoft Excel.
Minimum of five years of progressively responsible financial analysis advanced level professional accounting or fiscal/grants management experience preferred.

Routine Telework: This position is designated as routine telework meaning you will be working remotely (from home); a hybrid schedule also is available. As with all routine telework positions employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is Gladys McCoy building 619 NW 6th Avenue Portland OR 97209.

Everyday Multnomah County staff work together to serve as a safety net for our communities. During a disaster this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather natural disaster or other types of community emergency response.
