BOLI has an opening for a Senior Accountant (Accountant 1) position in the Fiscal Services Unit. The Fiscal Services Unit is responsible for administering a wide range of Bureau support functions including its budgeting financial recording payroll purchasing and mail services. This position will be based in our Portland office. The successful candidate may also be eligible to work a limited hybrid schedule.
This position is represented by the Service Employees International Union (SEIU).

What You Will Be Doing
As the Senior Accountant you will serve as lead accountant for the Bureau and as primary contact with other government agencies such as the Department of Administrative Services the Treasury Department Department of Revenue and IRS. You will provide accounting services for all agency programs and apply generally accepted accounting principles to ensure the integrity and accuracy of the information generated by the unit.

Working Conditions
Periodic travel to Salem for meetings and to field offices for audits or implementation of systems. Duties require use of copy machine and filing
Extensive use of personal computer for data input record keeping and interoffice communications
This position is a one-of-a-kind position in a small agency where there is minimal back up support. As such this position may be called upon to perform a variety of fiscal/accounting duties as needed to support uninterrupted services to the public and to agency employees.
This Is What You Need to Qualify
Minimum Qualifications:
Possession of a Certified Public Accountant or Certified Government Financial Manager certificate
OR
A bachelors degree in accounting
OR
Successful completion of the State of Oregon Accounting Career Mobility Program or equivalent accounting certificate program from an accredited college or university
OR
32 quarter (21 semester) credit hours in Accounting from an accredited institution AND two years of technical para- professional accounting experience to include: a) classifying analyzing and reconciling financial data and records; b) designing recommending and installing modifications of accounting methods procedures forms and records; c) preparing financial statements and reports; d) analyzing and interpreting laws regulations codes and ordinances to ensure the legality of financial transactions; and e) analyzing interpreting and making recommendations related to accounting transactions accounts and account relationships resulting in accounting entries.
The ideal candidate will possess the following desired skills and attributes:
Proven knowledge and hands-on experience in a wide range of accounting areas including accounts payable accounts receivable fixed assets and general ledger maintenance
Strong understanding of governmental accounting principles and practices
Excellent communication skills with the ability to clearly explain complex financial concepts to both technical and non-technical audiences
Demonstrated leadership and mentorship abilities to support lower-level accounting staff
High level of accuracy attention to detail and organizational skills
Commitment to integrity ethical standards and responsible financial stewardship
Proactive approach to problem-solving and process improvement
Ability to work both independently and collaboratively within a team and across departments
Strong time management skills and the ability to meet deadlines in a dynamic work environment
Dedication to continuous learning and professional development in the accounting field

Additional Information
Per the Pay Equity Law passed in 2017 a pay equity analysis will be conducted to determine what pay step the successful candidate will be offered. The analysis will be based on the relevant experience education training and certifications documented in the application materials. On average candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.
The salary range listed is the non-PERS eligible rate. If youre already a participating PERS member or once you become PERS eligible after 6 months of employment the salary range will increase by 6.95% and the required 6% employee retirement contribution will be deducted from your pay.
