BACKGROUND:

Established in September 2017 the Risk Management Division (RMD) aims to strengthen embed and achieve continuous improvements in risk management internal control and compliance oversight reporting anti-fraud & anti-corruption measures and donor review management throughout WFP and organizational learning in these areas in line with WFPs 2018 Enterprise Risk Management Policy 2018 Oversight Framework and 2021 Revised Anti-Fraud and Anti-Corruption (AFAC) Policy. RMD also provides functional leadership to a network of Risk Officers located in regional bureaux (RBx) and higher risk country offices (COs) and AFAC Officers located in 2024 as a result of organizational restructuring RMD also now houses the Business Continuity Management (BCM) Unit and the Evaluation Function Liaison Unit.

BCM is a core element of the UNs mandatory Organizational Resilience Management System (ORMS) policy which has been implemented in WFP and on which WFP has been providing progress reports to the High-Level Committee on Management (HLCM) Procurement Network.

The BCM Unit is responsible for leading WFPs corporate work related to BCM and supporting organizational resilience efforts. The Unit is the custodian of all corporate level business continuity policies circulars and guidance as well as WFPs corporate Business Continuity Plan (BCP). The team supports both Headquarters (HQ) functional areassuch as Finance HR and TEC among others plus all the field offices in the development of their BCPs this by providing templates advising on process mapping preparing and delivering training and awareness materials. Additionally the Unit is also responsible for the development and organization of business continuity maintenance and testing exercises managing WFPs Organizational Resilience Management Group (ORMG) and contributing to UN inter-agency endeavors.

The consultant will cover the role of Business Analyst - Business Continuity Management and will play a key role maintaining BCM in WFP.

PURPOSE OF THE ASSIGNMENT:

The BCM Business Analyst leads key activities and manages the relationship with critical players in the functional areas and field offices (including RBx and COs) involved in the preparation and maintenance of business continuity planning. It plays key role in developing and improving business continuity management in WFP and will report to the Business Continuity Manager who in turn reports to the RMD Director.

Main responsibilities include:

Leading all maintenance and exercise preparatory activities with the RBx HQ and other offices and stakeholders impacted by the corporate BCP such as the Crisis Management

Team (CMT) including identifying business-critical personnel preparing detailed training and exercise schedules instructing ICT resources on the preparation of relevant emergency preparedness roles communication flows and other related activities;

Coordinating with functional area representatives to prepare awareness training and exercise material then schedule and deliver business continuity training (usually on specific skill-sets such as programming treasury etc.) ensuring the quality of delivery;

Delivering training on the business continuity processes and tools to business-critical staff and BC focal points in COs and RBx coordinating corporate BCM training and exercise on- site support which includes ensuring effective coordination of on-site trainers impacted office staff HQ functional area staff;

Delivering training and providing assistance (remotely and/or in person) to HQ units about backend systems support (in particular: TECD TECM and IT Service Desk);

Providing guidance and assistance (remotely and/or in person) to RBx COs and other WFP organizational and functional structures that prepare maintain and exercise business continuity plans;

Supporting as a subject-matter expert in the development and rollout of a BCM digital tool to pilot and launch an efficient replacement of the paper-based BC plan.

Ensure that all process related documentation is up-to-date and meets WFPs business process design methodological requirements including the use of appropriate business process modelling tools and systems;

Performing any additional activities and taking on additional coordination-type responsibilities as requested by management;

KEY ACCOUNTABILITIES:

Successful completion of CO BCPs for which on-site and/or remote guidance and assistance was provided;

Successful completion of all training and exercise preparatory activities as described above in line with the schedule defined with the functional areas and the involved organizational structures (e.g. Regional Bureaux);

Other duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: University degree in Business Management Economics or any other related field.

Experience: Over 10 years of experience in business and process analysis in different industries including the UN.

Essential Knowledge & Skills:
