Description of Work

The North Carolina Department of Adult Corrections (NCDAC) is the largest state agency and is responsible for the care custody and supervision of all adults sentenced after conviction for violating North Carolina laws. This department includes State Prisons Correction Enterprises Division of Community Corrections and Reentry Programs and Services. We have a mission that matters!

The NCDAC / Support Services / Division of Engineering Construction and Maintenance (DECM) is recruiting for an energized and collaborative CAP Construction Trades Supervisor (Maintenance/Construction Technician IV) to be a part of the DECM-Construction Operations Team in Raleigh NC. This position reports to the Electrical Construction Manager and is responsible for supporting the electrical construction team.

A successful candidate for this CAP Construction Trades Supervisor (Maintenance/Construction Technician IV) position shall possess one or more journeyman level construction trade skills within concrete masonry carpentry site work painting finishes and/or equipment operation; strong experience in construction methodologies; strong decision-making capabilities; excellent team collaboration skills; and high-level communication skills. This position is responsible to ensuring all construction renovation and major maintenance trade installations performed by CAP are constructed within the work scope budget and schedule and in accordance with the project drawings specifications and NC Building Codes while working under the supervision of a CAP Construction Superintendent or CAP Assistant Construction Superintendent.

This position will be assigned a State-owned vehicle for business use only. This is a full-time position (40 hours per week) with State Benefits. The work schedule is Monday Thursday and may require some weekend work and overnight travel to meet the demands of the organization. This is a repost previously applicants do not need to reapply.

As of January 1 2025 there are new Salary increase adjustments to the States pay plan which were approved by the State Human Resources Commission. Effective January 1 2025. The new salary range (s) will be $43738.00-$76542.00).

The salary grade for this position is NC11. State employees are encouraged to apply for positions of interest even if the salary grade is the same as or lower than their current position. If selected for this position a new salary will be recalculated taking into consideration the quantity of relevant education and experience funding availability and internal equity. Based upon these factors a pay increase MAY result.

Knowledge Skills and Abilities / Competencies

Effective July 1 2025 candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed from the class specification. The knowledge skills and abilities listed in the vacancy announcement should be used as management preferences and be used to screen for the most qualified pool of applicants.

Management Preferences:


  • Demonstrated experience in one or more journeyman level construction trade skills within concrete masonry carpentry site work painting finishes and/or equipment operation.
  • Experience with the tools methods practices materials and equipment used within the engineering construction trades relating to the new construction renovation and/or major maintenance of buildings site development and/or roadways.
  • Experience with the training of unskilled labor forces within the general engineering construction trades.
  • Experience with reading schematics and blueprints.
  • Licensed as an Unlimited or Limited General Contractor in the State of NC.
  • Working knowledge of OSHA Regulations for the Construction Industry.
  • Basic computer softwares and the ability to be trained and learn new job specific computer software.
  • Experience with reading understanding *and executing construction projects using the Critical Path Method construction scheduling methods.
  • Experience with the operation of heavy construction equipment (dozers excavators motor graders etc.) relating to their use in site clearing and development and / or horizontal roadway construction.

Minimum Education and Experience Requirements

High school or General Educational Development diploma and two (2) years of experience in the performance of the full range of journey level tasks associated with two (2) or more highly complex mechanical or building trades; or an equivalent combination of education and experience. Necessary Special Qualification May require current certification by the Environmental Protection Agency as a Type I II III or Universal technician as required by Title 40 Code of Federal Regulations Part 82 Subpart F.

Department of Adult Correctionis one of the largest state agencies with more than 19000 employees. TheDivision of Engineering Construction and Maintenance (DECM)serves as the NCDAC Capital Project Coordinator (CPC) and is tasked with coordinating all capital improvement new construction renovation and repair projects with the State Construction Office (SCO). DECM also acts as the DAC representative on matters involving the State Property Office and State Building Commission. Our unified purpose is to provide architectural and engineering support sustainability efficiency and resiliency planning as well as construction and maintenance services. This ensures that all statewide Institutions and Facilities comply with building codes regulations and legislative mandates while promoting the agencys rehabilitation and reentry goals through offender job training in the construction and maintenance trades.

We support the Institutions and Facilities directly and indirectly by installing and maintaining kitchen plumbing mechanical electrical and electronics equipment. The DECM-Engineering team consists of experts in architectural and engineering design property services project management and sustainability efficiency and resiliency (SE&R). These services support new construction renovation and like-in-kind and upgrade maintenance repairs to the agencys physical plant while ensuring compliance with the NCDOA State Construction Office.

Through valuable rehabilitation and training for offenders we aim to improve recidivism rates. DECM-Construction undertakes construction renovation and major maintenance projects that involve longer periods of resource allocation with a focus on enhancing the departments infrastructure assets. DECM-Maintenance which encompasses the Mountain Regional Yard Piedmont Regional Yard Coastal Regional Yard and three Satellite Yards provides essential plumbing HVAC/R and electrical preventative prescriptive and routine maintenance services to all Institutions and Facilities. Additionally our maintenance efforts include specific areas such as telecommunications electronic intrusion systems (EIS) fencing cameras fire alarms and energy management systems all focused on maintaining the Departments infrastructure assets.
