The Business Officer II provides operational and fiscal support to the Rocky Mount Childrens Developmental Services Agency (CDSA) a regional agency in the North Carolina Infant Toddler Program (ITP). This position plays a critical role in sustaining administrative and financial functions that support program delivery compliance and resource efficiency. Responsibilities span accounts payable purchasing records management and office coordination ensuring that procedures align with agency state and federal requirements.
Working within the CDSA operations team this position supports both day-to-day and cyclical business processes. The role promotes service continuity through accurate payment processing budget monitoring assistance and system support for facilities motor fleet and administrative tasks. The Business Officer II helps maintain reliable workflows that underpin the delivery of early intervention services for children from birth to age three.
Process accounts payable transactions and maintain records of vendor payments and reimbursements.
Monitor operating budgets and track expenditures across program areas; support reconciliation of agency cash transactions.
Coordinate office purchasing inventory and supply management in accordance with state procurement policy.
Maintain and organize records including financial documents contracts receipts and audit files.
Oversee daily operations including motor fleet use facility needs and equipment maintenance.
Support billing data entry and data tracking tasks related to early intervention services.
Assist with medical record management in compliance with program protocols.
Communicate with internal staff and vendors regarding payment timelines and office operations.
Provide cross-coverage and back-up support to other CDSA business and administrative staff.
Troubleshoot billing challenges with both staff and enrolled provider
Assists with determining the familys cost share requirements for their childs therapy services
Support provider and leasing contracts/agreements with the CDSA

The North Carolina Department of Health and Human Services (DHHS) is one of the largest most complex agencies in the state and has approximately 17000 employees. The Division of Child and Family Well-Being is a division at the NC Department of Health and Human Services (NCDHHS) that will focus on supporting whole child and family health and well-being for North Carolinians with several sections including nutrition programs (WIC SNAP and Child and Adult Care Food Program) health & prevention services for children and youth childrens behavioral health programs and early intervention programs. The Operations Unit is in the Community Nutrition Services Section (CNSS) in the Division of Child and Family Well-Being (DCFW).
