The Executive Directors Office is responsible for the strategic direction and effective internal operations of the Colorado Department of Human Services (CDHS) working with the Governors Office legislature other government agencies CDHS staff counties and a wide variety of stakeholders. The CDHS vision is to empower Coloradans to thrive through bold and innovative health and human services.
The Organizational Performance Management (OPM) team advises and assists agency leaders by using data analysis and strategic planning to drive strategy to improve human services outcomes in Colorado. The Departments performance management strategy centers on reviewing data-driven reports during meetings where Department leadership and program staff hold each other accountable by discussing findings until problems are resolved and results are improved. This performance management strategy is not simply another layer of reporting but is the way CDHS manages its work to achieve results. The performance management strategy improves programs across all offices in the Department including: Adult Aging and Disability Services; Civil and Forensic Mental Health Children Youth and Families; and Economic Security. It also improves internal-facing programs within Financial Services and Administrative Solutions. Through OPMs efforts CDHS division and office leadership are advised on performance data and are assisted in the development of alternative strategies for best results with the intent of supporting continuous quality improvement. OPM also supports and implements other strategic planning and performance improvement efforts across the Department.
About this Position:
As part of the OPM teamthe Performance Data Specialist aids in the delivery of the performance management activities including preparation for performance management strategy meetings; collaborating with Strategic Operations and Solutions (SOS) team members and office leadership; development of Results Driven Management System (RDMS) performance metrics maps and dashboards. The Performance Data Specialist also aids in research efforts for the identification of opportunities for performance improvement and serves as a support for performance improvement efforts across the Department.
Summary of Performance Improvement Leadership Analytics and Enhancement Duties:
Responsibilities include but are not limited to:
Manages Accountability to Action Plans Following Performance Management Meetings:Manages accountability to action items identified by SET and EMT in Performance Management strategy meetings.
Metric Development:Manages and facilitates the State Fiscal Year (SFY) measurement development process in alignment with the Departments Strategic Plan. Consults with program staff to establish program-specific output and outcome measures (performance management).
Reporting:Writes reports utilizing objective observations while being sensitive to the needs of the audience who consumes the product. Completes monthly quarterly and annual reports as needed.
Summary of Process Improvement Duties:
Develop and implement process improvement strategies for department-wide initiatives. Collaborate closely with the broader SOS team to determine the most effective way to communicate changes applying change management best practices to ensure successful adoption.
Apply continuous improvement best practices across the Department. Develop and use standard metrics to analyze project trends helping clients reduce waste enhance customer satisfaction adapt early to change and minimize resistance.
Support cross-functional project teams in designing and executing process improvement strategies. This includes conducting activities such as swim lane mapping Responsibility Assignment Matrix development root cause analysis and process analysis.
Review departmental goals and contribute to department-wide strategic planning by aligning CDHS performance measures with the broader departmental vision. Recommend updates to work unit standard practices to enhance program efficiency.
Leverage tools resources and approaches such as SOS best practices training materials and templates to support this work.
Proactively provide internal customers with performance management and process improvement tools templates and guidance.
Facilitate meetings effectively by engaging participants keeping them on track to meet performance objectives.
Summary of Additional Duties as Assigned to Support Department Objectives:
Meeting logistics:This position is responsible for preparing for the Departments Performance Management meetings to ensure they run smoothly.
Serve as backup:Being available to cover for other analysts in the event of vacations sick leave and FMLA; and preparing documents participating in meetings etc.

Minimum Qualifications:
Experience Only:
Six (6) years of relevant experience in Public Administration Public Policy Data Analytics Business Administration Statistics or another related field.
OR
Education and Experience:
A combination of related education and/or relevant experience in Public Administration Public Policy Data Analytics Business Administration Statistics or a closely related field totaling six (6) years.
Masters degree in Public Administration Public Policy Data Analytics Business Administration Statistics or a related field.
3 years of experience in performance management program evaluation or operational analytics.
Experience with developing and using performance metrics to drive organizational outcomes.
Proficiency in data visualization for various audiences (e.g. executive leadership public etc.).
Experience facilitating meetings workshops or strategy sessions.
Ability to be self-motivated and self-directed while possessing the ability to work in a team environment.
Relevant years of State service should be considered as a preferred qualification to be used to determine the top candidates on the referral list. (Partnership agreement 10.1.)
