Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination willcancel any existing list and may last approximately one year but can beextended.

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must besubmitted with each application. Applications and Supplemental Questionnairesmust be in the possession of the Human Resource Services Department by 5:00p.m. on the Last Day for Filing. Failure to submit the Application orSupplemental Questionnaire will result in disqualification.

BEHAVIORALHEALTH DEPARTMENT

Aspart of Alameda County Health the Behavioral Health Department supports peoplewith Medi-Cal and without insurance living with serious mental illness andsubstance use conditions along their path toward wellness recovery andresiliency. We provide services through a network of contracted mental health andsubstance use providers and administer the States resources and training forbehavioral health providers case managers and other healthcare advocate for our patients and families and create space for personalengagement in their care.

We areoutpatient specialists for mental health services for older adults and youthsubstance use providers and treatment program specialists advocates forquality improvement and patients rights and psychiatric and integrated healthcare providers.

THE POSITION


Positions in this classification are the journey-level classification in the Employment Specialist Behavioral Health series. Under general supervision the Employment Specialist II Behavioral Health will assist adults with mental illness substance use disorder or co-occurring disorders in obtaining and maintaining competitive employment consistent with their vocational goals; and to do related work as required.


This classification is part of a two-level flexibly staffed series located in the Alameda County Health Behavioral Health Department (ACBHD) and reports to the Senior Employment Specialist Behavioral Health. Employees provide services to clients assigned to the Vocational Program in the ACBHD. Employment Specialists deliver specialized employment services to a targeted client population who have mental illness substance use disorder or co-occurring disorders. These services include follow-along support and job coaching in addition to job placement services. Employees are assigned various duties related to obtaining competitive employment for clients including engaging assessing preparing placing and coaching clients.


The Employment Specialist II Behavioral Health is distinguished from the Employment Specialist I Behavioral Health in that the former is expected to do the full scope of journey-level work needing only general supervision in order to perform the complete functions of the classification. It is further distinguished from the Senior Employment Specialist Behavioral Health in that the senior-level classification is the first-line supervisory level of the Employment Specialist I and II Behavioral Health classification series.



THE IDEAL CANDIDATE

In addition to meeting the minimum qualifications and knowledge and skills below the ideal candidate will be:

  • An effective communicator able to interview counsel develop and maintain collaborative relationships with clients their families employers schools mental health providers community organizations county staff other agencies and the general public.

  • Someone who understands outreach concepts principles and practices of community employer sourcing job development and client placement; and is experienced at aligning human capital needs of employers.

  • Someone with a recovery-oriented approach who takes personal satisfaction and pride contributing as an Employment Specialist who intensively prepares and supports vocational service clients with finding and keeping jobs in the community based on their preferences and needs and can adopt a do whatever it takes approach to the work.

  • A strong program administrator with sufficient professional knowledge and skill to perform tasks and activities and prepare documents essential to the day-to-day operation of a Vocational Program providing specialized employment services to individuals living with mental health challenges and dually diagnosed clients.

  • A collaborative spirit who inspires teamwork by being accessible supportive open-minded proactive and contributing successfully as a member of a team.

  • Someone who is well organized and able to plan activities and establish a course of action for self and others to ensure that work is completed efficiently.

  • One who is knowledgeable of County State and Federal laws governing employment labor conditions American Disabilities Act guidelines and public welfare.

MINIMUM QUALIFICATIONS

The minimum professional requirements for admission to the competitive assessment process include:

EITHER I

Experience:

The equivalent of six (6) months of full-time experience in the classification of Employment Specialist I in the Alameda County classified service.

OR II

Experience:

The equivalent of three (3) years of full-time experience performing a combination of two (2) or more of the following functions related to vocational counseling: job development job coaching hiring or recruiting; or direct service experience working with disabled or disadvantaged populations (such as mentally ill substance use disorder or co-occurring disorders) to achieve training education and employment goals.(Substitution: Possession of a bachelors degree from an accredited college or university in the field of sociology psychology rehabilitation counseling business administration marketing or a closely related social science field may be substituted for one (1) year of the required experience.)

License:

Possession of a valid California Motor Vehicle operators license is required for both levels.

KNOWLEDGE AND SKILLS

NOTE:The level and scope of the following knowledge and abilities are related to duties listed under the Examples of Duties section of this specification.

The most suitably qualified candidates will possess the following competencies:

  • Administer examinations and draw valid conclusions from their results.

  • Write clear and concise reports.


    EXAMINATION COMPONENTS

    The examination will consist of the following steps:

    1) A review of candidates applications to verify possession of minimumrequirements. Those candidates who possess the minimum requirements for theclassification will move on to the next step in the examination process.

    2) A review of candidates Supplemental Questionnaires to select the bestqualified applicants. Those candidates selected as best qualified will move onto the next step in the examination process.

    3) An oral interview examination which will be weighted as 100% of thecandidates final examination score. The oral interview examination may containsituational exercises.

    CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACHPORTION OF THIS EXAMINATION.
