Position Marketing Statement
The Office of the State Fire Marshal (OSFM) is accepting applications to fill the position of Boiler Safety Specialist. The Boiler Safety Specialist will perform complex technical duties of an inspectional and consultative nature in the administration and enforcement of the Boiler and Pressure Vessel Safety Act of Illinois. The ideal candidate can successfully perform technical inspections to ascertain safe operating conditions of boilers pressure vessels flame safeguard equipment and other ancillary equipment. Self-motivation and the ability to prioritize and organize tasks efficiently is essential. As the Boiler Safety Specialist the selected candidate will have access to state healthcare benefits and a pension plan. Job Duties
- Inspects all boilers and unfired pressure vessels in a designated territory of the state which are under the jurisdiction of the Boiler Safety Act as to their construction installation and condition for operation.
- Calculates maximum allowable working pressures of boilers and pressure vessels using design formulas from the American Society of Mechanical Engineers Boiler and Pressure Vessel Code after determining existing conditions of the object.
- Conducts shop inspections of boilers and unfired pressure vessels in the process of manufacture observing fit-up welding and material content for compliance with specifications for construction and fabrication set forth by the American Society of Mechanical Engineers Boiler and Pressure Vessel Code and the Illinois Boiler and Pressure Vessel Safety Act and submits documentation to the Office of the State Fire Marshal.
- Completes and submits inspection reports to Office of the State Fire Marshal for processing of all in- service inspections conducted daily while maintaining copies for their own future reference.
- Reviews completed National Board Inspection Code (NBIC) welding repair and/or alteration R-Forms.
- Contacts owners and users of boilers and pressure vessels and repair firms to disseminate information regarding requirements for construction installation operation and repair of boiler and unfired pressure vessels.
- Performs other duties as required or assigned which are reasonably within the scope of those enumerated above.
Minimum Qualifications
- Requires knowledge skill and mental development equivalent to completion of four (4) years of high school.
- Requires five (5) years of practical experience in the construction maintenance repair or operation of high-pressure boilers as a mechanical engineer operating engineer or boilermaker. A mechanical engineering degree from a recognized college of engineering may be substituted for two (2) years of experience.
Preferred Qualifications
- Prefers five (5) years of practical experience in the construction maintenance repair or operation of high-pressure boilers as a mechanical engineer operating engineer or boilermaker.
- Prefers six (6) years of experience applying the rules and principles of the Illinois Boiler & Pressure Safety Act.
- Prefers six (6) years working as a boiler inspector for a jurisdiction or authorized agency.
- Prefers a passing grade on the National Board Inservice Exam.
- Prefers five (5) years of experience in the preparation of clear concise and complex factual reports.
- Prefers five (5) years of experience applying seasoned judgment and arriving at difficult technical decisions in the field of boiler safety.
- Prefers five (5) years of experience visually inspecting and perceiving causes of malfunctioning in high and low-pressure steam systems and pressure vessels.
- Prefers at least five (5) years of experience utilizing various software programs and technologies including Microsoft Word Outlook Excel and Teams.
Conditions of Employment
- Requires a current and valid drivers license.
- Requires ability to pass drug screening and background check with self-disclosure of criminal history.
- Must have attained the age of 25 years.
- Requires candidate to be a resident of the position county or a contingent county within six (6) months of employment.
- Requires ability to travel in performance of duties with overnight stays as appropriate.
- Requires skill and ability to physically climb ladders and stairs crawl walk egress through manways and small openings and wear personal protective equipment as necessary.
- Within the first six (6) months of employment an employee must qualify and pass the examinations given by the National Board of Boiler and Pressure Vessel Inspectors to become a National Board Inservice Commissioned Inspector. Failure to successfully pass these exams in the required time will result in termination of employment. The possessor of this Commission may also be identified as a National Board Inservice Commissioned Inspector.
- The incumbent must thereafter maintain a current Inservice Commission by the National Board of Boiler and Pressure Vessel Inspectors. The possessor of this Commission may also be identified as a National Board Inservice Commissioned Inspector.
- Overtime is a condition of employment and you may be requested or required/mandated to work overtime including scheduled unscheduled or last-minute overtime.
- This position is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)). Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 50 pounds.
