Job Description

If you are hired provisionally in this title you must take and pass the Civil Service Exam when it becomes available to be eligible for continued employment.

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

HRA/General Support Services (GSS) provides safe healthy and appropriate facilities for HRAs various social service programs. Its many functions include facilities planning and coordination design and construction renovation repair and maintenance custodial and other building services health/safety program coordination lease and property management land use and environmental review activities contract administration for facilities services and warehouse operations. GSS plays a major role in HRA emergency preparedness.

General Support Services (GSS) is requesting to hire one (1) Space Analyst -II to function as Space Plan Surveyor who will:

-Perform complex and technical duties related to the evaluation regulation and optimization of City-owned and leased space. This includes advanced spatial analysis review space portfolio management and oversight of the Archibus system.

-Review and assess program requests for new or revised space and analyze periodic space reports submitted by agency programs to ensure that HRA is using its space efficiently.

-Conduct in-depth technical reviews of CAD and BIM submissions from Assistant Space Plan Surveyors ensuring compliance with advanced protocols accuracy in spatial datasets and compatibility with the Archibus system; polyline plans where needed for delineation and area verification in the Archibus system; coordinates interdepartmental space planning efforts and represents the Division in meetings with program representatives to discuss and plan these initiatives.

-Evaluate agency requests for new or revised space determine spatial needs in relation to operational requirements organizational workflows and long-term occupancy planning. Manage costs and coordinate renovations necessary to meet evolving space needs including recommendations for lease renewals reconfigurations and capital investments.

-Coordinate and maintain the integration and verification of complex move management data (Moves Adds Changes) into DSM systems resolving discrepancies to maintain record accuracy and reflect real-world addition perform quality assurance evaluations of DSM drawings verifying square footage accuracy space classifications (waiting space back office client facing etc.) and organizational assignments in line with Archibus compatibility standards.

Qualifications :

1. A baccalaureate degree from an accredited college or university accredited by regional national professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) and one year of satisfactory full-time experience in the evaluation and layout of space in office buildings garages and other structures used for commercial and industrial purposes. Such experience must have included projects requiring knowledge of construction needs and cost installation of computer equipment and telephone communication systems and building standards and leasing procedures; or
2. A four-year high school diploma or its educational equivalent approved by a States Department of Education or a recognized accrediting organization and five years of satisfactory full-time experience as described in 1 above. College education obtained from an accredited college or university accredited by regional national professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) may be substituted for up to four years of experience on the basis of 30 semester credits for one year. However all candidates must have one year of experience described in 1 above.
To be qualified for assignment to Assignment Level II individuals must have two additional years of the experience described in 1 above as follows:
a) A baccalaureate degree from an accredited college and three years of satisfactory full-time experience as described in 1 above; or
b) A four year high school diploma or its educational equivalent and seven years of satisfactory full-time experience as described in 1 above.
