Job Duties
The Virginia Department of Health (VDH) is dedicated to protecting and promoting the health of Virginians. The VDH is made up of a statewide Central Office in Richmond and 33 local health districts. The Chesterfield Health District provides public health services to the residents of Chesterfield County Powhatan County and the City of Colonial Heights.
The Chesterfield Health District is seeking a detail-oriented and customer-focused Human Resources Assistant to join our team. Reporting to the District HR Analyst this position will play a key role in supporting day-to-day HR operations and providing frontline support to employees. The HR Assistant will respond to routine inquiries related to policies benefits and hiring processes and assist with clerical and administrative tasks to ensure the smooth functioning of HR services.
This role will also support a variety of special projects and may help coordinate district-wide meetings and employee engagement events. Responsibilities also include maintaining accurate and confidential HR records performing routine audits preparing reports and processing personnel documentation. The ideal candidate will demonstrate strong organizational skills and the ability to interpret policies and procedures. This position may also provides backup support for technical and executive-level administrative functions and requires effective calendar management and scheduling capabilities. An interest in staying current on HR best practices and trends is a plus.
Wage employees are subject to the following conditions of employment:
Wage employees serve at the will and pleasure of the appointing authority.
Continuing employment is based on available funding and business need.
Wage employees are not covered by the provisions of the Virginia Personnel Act. Therefore they are
not eligible for benefits which are provided to salaried employees such as leave credits holiday pay insurance access to the grievance procedure etc.
Wage employees are paid only for the hours they actually work.
Virginia state law currently requires that agencies not permit wage employees to work in excess of 29 hours per week on average over the course of a year. Wage employees may not work for VDH beyond 1500 hours during the period of May 1 April 30 of the following year (the Standard Measurement Period).
Once a wage employee works the maximum of 1500 hours during the Standard Measurement Period the employee may be rehired as a wage employee of VDH only after the next Standard Measurement Period has begun.
Wage employees are eligible to apply for all classified positions for which recruitment has been initiated including those limited to State Employees Only.
If a wage employee becomes employed in a classified position he/she will be eligible to purchase retirement credit for the time worked as a wage employee.
Continuing employment is based on available funding and business need.
Minimum Qualifications
General knowledge of human resource programs regulations and guidelines
Ability and experience applying applicable policies and procedures
Ability to prepare process track and file personnel records
Knowledge and experience with administrative and clerical processes and procedures
Strong computer oral and written communication and organizational skills
Ability to manage competing priorities and meet deadlines
Ability to maintain confidentiality
Additional Considerations
Training in Human Resources or related field
Experience working in a Human Resources office for a large complex agency
Strong attention to detail
Good communication and interpersonal skills
Ability to prioritize and multitask
