The Energy Operations Division is tasked with the management of Albertas energy and mineral rights the assessment and collection of royalties for the department. The primary goal is to enable the efficient transparent and sustainable development of Albertas mineral and energy resources in order to drive investment in Albertan jobs and to generate revenue for the Crown.

The Oil Sands Coal and Mineral Operations Branch is responsible for the end-to-end management and development of tenure and royalty policies and programs facilitating the responsible development of Albertas vast oil sands resources.

The Oil Sands Tenure Manager leads the oil sands tenure program ensuring compliance with the Oil Sands Tenure Regulation 2020 and related legislation regulations and guidelines. This role encompasses managing tenure administration staff overseeing operations and interpreting policies. A critical aspect is identifying and resolving complex issues within Albertas oil sands tenure regime as well as contributing to the development of business rules legislation and policies.

This position works closely with other areas of the Oil Sands Coal and Mineral Operations Branch the Policy and Operations Divisions and Alberta Energy Regulator (AER) representatives to manage the administration of the oil sands tenure program. The Tenure Manager also leads the development enhancement and maintenance of key business systems like the Electronic Transfer System (ETS) Land Automated Mineral Agreement System (LAMAS) and the Alberta Mineral Information (AMI) system representing oil sands tenure requirements in broader Ministry system development.

The main responsibilities for the Tenure Manager include:

  1. Develop and enhance oil sands tenure business rules policies and operational processes to ensure continuous compliance with legislation regulations guidelines and business goals.
  2. Provide consultative interpretive and informational support for complex oil sands tenure issues to government officials clients stakeholders adn the public.
  3. In accordance with legislation regulations and policies determine (i) which leased rights should be continued extended or amended and (ii) which agreements should be granted producing status.
  4. Manage Oil Sands Tenure operations to achieve business and operational goals and meet performance targets.
  5. Support the Director and Executive Director in achieving the mandate and goals of the Oil Sands Coal and Minerals Operations branch particularly for Oil Sands Tenure.


Knowledge:

The incumbent is required to understand oil sands business programs the Oil Sands Tenure Regulation 2020 and supporting information systems to determine information needs and to support business changes. Proficiency in Microsoft Office Suite (Word Excel PowerPoint Outlook) is essential. Success in this role demands critical thinking attention to detail strong judgment and the ability to effectively manage human resources.

  • Build Collaborative Environment: Demonstrate interpersonal consultation and relationship management skills to build and maintain collaborative working relationships with clients stakeholders and Ministry and government representatives.
  • Minimum University graduation ((Business Administration Economics Engineering or other related field) supplemented by four (4) years of related experience preferably in Energy and/ or Tenure administration.

    Related experience or education may be considered as an equivalency on a one for one basis.
