The mission of the State Highway Patrol is to safeguard and preserve the lives and property of the people in North Carolina. The X7 Logistics Unit is responsible for: 1) Managing and providing service to all law enforcement vehicles within the Department 2) Managing all occupied facilities and capital improvement projects 3) Managing and distributing the purchases of all patrol equipment and supplies other than technology products and weapons 4) Managing the inventory of all equipment and supplies 5) Tracking and handling of all reimbursement requests on patrol car damages and 6) Managing and tracking all fuel purchases invoices and fuel infrastructure.

The primary purpose of the Fuel Coordinatorposition is to overseeSHPfuel sites and provide a resource to field personnel andDOTFleet/Material Management regarding fuel issues fuel invoicesSAPentriesSAPcaptured data. Maintain functionality of fuel sites Including scheduling maintenance and repairs required annual and triennial testing for regulatory compliance and acquiring regulatory permits. Monitor Statewide Fuel Inventories at the Highway Patrol Fuel Sites. Manage commercial fuel credit card Including distribution and reconciliation. Process monthly billing to other North Carolina agencies for fuel purchases as well as materials and services acquired fromSHP. Includes periodic reporting to Logistics and Headquarters personnel regarding outstanding balances. Requires accurate record keeping and regular communication with using agencies and SHPFiscal personnel. Manages direct pay Invoices for all fuel related Issues. The work location is X7 Logistics in Raleigh NC (Wake County).

Job responsibilities include:

  • Serving as the primary contact for any problem concerning SHP fuel site equipment including Automated Tank Gauges (ATG) Underground Storage Tanks (UST) Fuel Master Unit (FMU) and dispensers.
  • Performing onsite tasks such as dispenser restarts modem programming FMU resets and ATG programming; inspecting and submitting documents for UST permitting and NCDEQ regulatory compliance inspections: maintaining UST Primary Operator status.
  • Monitoring fuel data in SAP including inventory goods receipts and fuel issues.
  • Preparing for and responding to issues with fuel infrastructure and fuel inventory in anticipation of natural disasters pipeline shutdowns or other significant events outside of normal operating conditions.
  • Investigating errors and collecting details of the fuel transaction including the fuel record status and reason for failure; resolving transactions through reversals and reentries for entries in posted record status.
  • Providing DOT Fleet and Material Management Unit resolutions for entries in failed record status.
  • Reconciling all fuel card transactions in NCAS; retaining documentation for audit retention purposes.
  • Processing monthly billing to other North Carolina agencies for fuel purchases as well as materials and services acquired from SHP; managing direct pay invoices for all fuel related issues.
  • Assisting the SAP Coordinator with SAP-related issues dealing with fuel and providing back-up in absence of SAP Coordinator regarding entering goods and commercial fuel card receipts.
  • Maintaining accurate record keeping and regular communication with customer agencies and DPS Fiscal personnel.
  • Assisting with answering phones and greeting visitors.
  • Working independently with little supervision and prioritizing tasks by level of importance and/or deadlines.

The typical work schedule is Monday - Friday 8:00AM - 5:00PM.

The salary grade for this position is NC10. State employees are encouraged to apply for positions of interest even if the salary grade is the same as or lower than their current position. If selected for this position a new salary will be recalculated taking into consideration the quantity of relevant education and experience funding availability and internal equity. Based upon these factors a pay increase MAY result.

Minimum Education and Experience Requirements

Bachelors degree from appropriately accredited institution and one year of experience related to the area of assignment; or an equivalent combination of training and experience.


Please Note:This is to clarify that the area of assignment referenced above refers specifically to progressively responsible experience in fuel site operations fuel infrastructure oversight or fuel systems coordination. This includes experience managing fuel equipment such as Underground Storage Tanks (USTs) Automated Tank Gauges (ATGs) FuelMaster Units (FMUs) and fuel dispensers; coordinating maintenance repairs and regulatory compliance; monitoring fuel inventories and resolving transaction issues in systems such as SAP and NCAS; managing fuel billing and credit card reconciliation; and maintaining accurate records and communication with internal and external agencies.
