SUMMARY
This is entry level skilled-labor work in the construction operation and maintenance of gas and electric distribution facilities (depending on area of assignment).
Positions allocated to this classification report to a designated supervisor and work under direct observation and supervision. Work in this class is distinguished from other classes by its increasing technical responsibilities and ability to work under direct observation and supervision.

ESSENTIAL JOB FUNCTIONS
All areas of assignment:
Must successfully complete the GRU Line Technician Progression-through-Training Program (PTTP).
Depending on the area of assignment:
Under direct supervision constructs maintains and repairs energized overhead and underground electric distribution systems of 600 volts (v) or less.
Under direct supervision constructs maintains and repairs de-energized overhead and underground electric distribution systems of all voltages.
Under direct supervision constructs maintains and repairs pressurized liquefied petroleum gas (lpg) and natural gas distribution system services of 60 pounds per square inch (psig) or less.
Under direct supervision constructs maintains and repairs lpg and natural gas distribution systems of all pressures.
Installs single-phase electric meters.
Installs telecommunication systems cable and conduit.
Inspects installed underground civil infrastructure for compliance with specifications and design.
Ensures contractors adhere to utility standards.
Completes necessary job-related paperwork.
Enters information of work orders.
Checks work orders for materials needed. Coordinates issuance and return of materials for installed facilities.
Operates a variety of motor-operated construction equipment including but not limited to excavating and trenching equipment.
Cleans and services tools and equipment.
Responds to gas and electric emergency situations.
Maintains Self-contained Breathing Apparatus (SCBA) qualifications and works in Immediately Dangerous to Life or Health (IDLH) environments when required.
Establishes and maintains qualifications on all covered tasks required to construct maintain and repair gas services under 60 psig per Federal Regulations.
Works in accordance with all safety regulations.
May construct maintain and repair street light fixtures and associated infrastructure.
Completes the installation of a conduit system and associated underground electric service.
Makes polyethylene pipe heat fusion joints.
Produces field maps and drawings.
Uses hand pneumatic and electric tools and other equipment in the construction operation maintenance and repair activities of the electric and gas system and associated facilities.
Attends work on continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
Depending on the area of assignment:
May be required to directly observe non-qualified personnel performing specific tasks associated with the construction operation maintenance and repair of gas distribution systems.
May be required to transport mix handle or use hazardous materials (other than cans of gasoline batteries pumping fuel or access to normal janitorial cleaning material) or may be responsible for facilities or equipment carrying current fluids or gas that could endanger the public or other employees.
May frequently chauffeur other employees depending upon assignment and work location.
Performs other related duties as assigned.
QUALIFICATIONS
To perform this job successfully an individual must be able to perform each essential job function satisfactorily. Below are the required education experience knowledge skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
Graduation from high school or possession of an acceptable equivalency diploma and one (1) year of experience in construction operation maintenance and repair of an electric or gas distribution system including using related tools and equipment or an equivalent combination of training and experience which provides the required knowledge skills and abilities.
Passing of appropriate GRU trainability exam may be required.
Persons hired into this classification must participate in the GRU Progression-Through-Training Program (PTTP) for the Line Technician classification.
CERTIFICATIONS OR LICENSES
Licenses
Valid Florida Driver License required at time of appointment and at all times while employed in this classification.
Florida Commercial Driver License (CDL) Class A required within six (6) months from time of appointment.
Certifications
Work will require drug testing as prescribed by federal and/or state regulations.
KNOWLEDGE SKILLS AND ABILITIES
Persons hired into this classification must participate in the GRU PTTP for the Line Technician classification.
Knowledge of approved methods materials and tools used in overhead and underground electric line construction maintenance and repair work.
Knowledge of approved methods materials and tools used in gas line construction maintenance and repair work.
Knowledge of General Operating and Maintenance Procedure Manual and Construction Manual.
Knowledge of occupational hazards and accident prevention methods in assigned area of responsibility.
Knowledge of engineering construction drawings.
Knowledge of basic principles of engineering as they relate to utilities construction.
Ability to understand and follow complex oral and written instructions.
Skill in the use of tools and testing equipment.
Ability to work effectively with co-workers and the general public.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
To perform this job successfully an individual must possess certain physical abilities and be able to withstand work related environmental conditions.
PHYSICAL REQUIREMENTS
Pre-employment medical examination required including satisfactory drug screening.
Must comply with all applicable federal drug screening programs.
Work will require physical strength and agility sufficient to safely perform all essential job functions.
Work requires the ability to work at heights of over 100 feet on open grating or from aerial lift devices and the ability to climb stairs and ladders.
Requires the ability to use respiratory protection equipment in compliance with OSHA regulations.
WORK ENVIRONMENT
Work may require exposure to prolonged high noise levels requiring the use of personal protective equipment.
Work may require opening single phase dead-front pad mounted transformers energized at 7200 volts (nominal) and installation of electrical insulating equipment on energized but insulated primary and secondary voltage cables without supervision.
Work will require performance of tasks outdoors under varying climatic conditions.
Work will require performing work on non-level surfaces.
Work may require exposure to high voltage and pressurized gas.
Work may require performing tasks in and around heavy traffic.
Work may require exposure to hazardous conditions and noxious chemicals.
Work may require working after normal working hours and stand-by duty.
