Job Description

General Purpose

This position is responsible for the installation testing documentation repair and maintenance of all substation equipment supervisory control mechanisms and remote switching addition this position will be responsible for maintain troubleshoot repairing and operating a 25MW gas turbine generator.

Essential Job Functions

  • Operate various technical equipment such as but not limited to a HIPOT tester TTR tester high voltage phase tracer high voltage megger etc.
  • Install and maintain instrument transformers.
  • Install maintain troubleshoot and repair all substation equipment high voltage switches switchgear and system control devices on BEDs distribution system and generating facilities.
  • Perform preventative maintenance on Department as well as customer owned electrical equipment.
  • Install maintain troubleshoot and repair rotating electrical machinery.
  • Keep accurate records and field notes.
  • Maintain and repair distribution transformers switches capacitors and their associated controls.
  • Oversees the substation major transformer and capacitor bank inspections and reports.
  • Inspect maintain troubleshoot and repair all electro-mechanical and electronic systems.
  • Install maintain repair and troubleshoot complex fuel handling control systems and boiler firing units.
  • Operates & maintains various turbines (i.e. jet engines gas expander turbines hydro turbines etc.)
  • Perform the Gas Turbine (GT) on call responsibility on a rotating basis by responding to after hour callouts to qualify the GT to participate in the ISO-New England Forward Reserve Market (FRM).
  • Assist other Department personnel in making system repairs.
  • Learn to and properly operate the lower controls of a bucket truck and perform bucket truckrescue.
  • Notify the appropriate BED personnel of unsafe customer equipment and conditions.
  • Accurately complete applicable paperwork (e.g. material sheets work requests system disturbance reports etc.).
  • Performs level II requirements of the BED switching and tagging list.
  • Installs and maintains computerized supervisory control systems and programmable logic controllers.
  • Installs troubleshoot and repairs fiber optic cables equipment and termination boxes.
  • Train technician employees as required.
  • Install and maintain all low voltage electrical systems (circuits/panels/outlets/lighting) at BEDs buildings and properties.
  • Install maintain repair and replace BEDs Electric Vehicle Supply Equipment (EVSE).
  • Designs installs and maintains primary metering equipment transducers and system components
  • Design plan and implement metering system applications as needed.
  • Keeps accurate manual and computerized maintenance records utilizing spreadsheets databases and word processing software.
  • Ensures that switching and tagging work activity conforms to safety rules.
  • Under the direction of the Director of Engineering schedules and coordinates all work for the Engineering Technician and Communications team.
  • Provides direction to employees assigned to assist with projects.
  • Lead by example to promote a safe work environment by practicing and enforcing all
    applicable safety policies and rules.
  • Trains BED Pine Street and McNeil personnel on switching and tagging Gas Turbine operation and maintenance generation breaker maintenance and testing and substation maintenance.
  • Assists in the restoration of BEDs distribution system.
  • Performs switching and tagging operations on the VELCO and BED 34.5 KV systems.
  • Troubleshoots communication system issues with vendors distributors engineers and other department personnel.
  • Assists in the development of BEDs 5-year construction and maintenance plan. Installs tests and maintains protective devices.
  • Installs inspects and repairs mechanical electro-mechanical electric and electronic control protection systems.
  • Oversees supports and/or works with maintenance personnel from all other areas of the department as assigned.
  • Coaches motivates and leads fellow employees including holding employees accountable for achieving desired results.
  • Troubleshoots inspects and tests customer owned high voltage equipment.

Qualifications/Basic Job Requirements

  • A high school diploma or equivalent and a minimum of nine years related experience required.
  • Must possess a Vermont Master Electricians license.
  • Ability to operate a 2-way radio system in compliance with all applicable FCC rules and regulations and Department policies.
  • Must be proficient in the use of distribution feeder maps.
  • Must have the ability to be proficient in the use of the lower controls of a bucket truck. Must be able to wear safety equipment including but not limited to; high voltage rubber gloves safety glasses hard hats respirators hearing protection devices and safety harnesses.
  • Read and interpret electrical schematics and wire circuit diagrams pertaining to single and three-phase applications.
  • Experience with computers and PC based applications is required. Must have a working knowledge of low voltage circuits and connections.
  • Ability to splice and terminate fiber connections required.
  • Ability to work as a part of a team required.
  • Regular attendance is necessary and is essential to meeting the expectations of the job functions.
  • Ability to understand and comply with City standards safety rules and personnel policies.
  • CPR and First Aid certification required or the ability to obtain certification within three-months of the date of hire.
  • Must have working knowledge of the NESC and NEC
  • Ability to communicate effectively and to interact with co-workers and the public.
  • Valid Vermont drivers license required.
  • Must possess strong written and verbal communication skills.
  • Ability to work overtime as needed consistent with provisions of the BED/IBEW Collective Bargaining Agreement.
  • Ability to work in and around energized high voltage equipment in accordance with all applicable safety requirements.
  • Ability to work in confined spaces.
  • Must obtain and maintain Electric Vehicle Infrastructure Training Program (EVITP) certification within two (2) years of hire.
  • Demonstrated ability to provide effective leadership motivation and directions to employees to successfully complete projects assigned to include leading by example.
  • Demonstrated ability to make technical decisions and take the lead within a team-oriented environment required.
