Thurston County Public Works is recruiting for a Water Resources Infrastructure Mapping Specialist join our dynamic energetic and innovative team. The successful candidate will create and maintain the Stormwater Water and Sewer Infrastructure Mapping through regular updates to existing map layers and update and maintain inventory of the stormwater water and sewer facility locations and configurations through GPS-based field data collection or translating data received in various formats from other departments / divisions or third parties. They also work with team members on spill response CCTV truck and various utility tasks.
Essential functions may include but are not limited to the following:
- Enters data maintains databases such as ESRI databases prepares regulatory reports and assists in data analysis as stormwater water and sewer infrastructure maps in GIS layers and provides regular updates to existing map layers through versioned edits in ESRI ArcMAP or ArcPRO software or other closely related environment. Updates and maintains inventory of the stormwater water and sewer facility locations and configurations.
- Locates and inspects stormwater infrastructure utilizing a multitude of tools including but not limited to Closed Caption Television camera push cameras locating equipment GIS grade GPS units which require experience in field data collection techniques including various field practices to obtain horizontal/vertical data and an understanding of Real-Time Networks and post-processing of GNSS data. Utilizes asset management software.
- This position may be required to respond to unanticipated emergency situations and subject to an after-hours pager rotation.
- Exercises skill and judgment in dealing tactfully with the public and community groups while educating and maintaining excellent public relations. Responds to customers questions and complaints requests for assistance contracted work and drainage concerns.

QUALIFICATIONS:
- Bachelors degree in biology environmental sciences engineering planning or other closely related field and four years experience working in water resources environmental issues or other related field or other comparable experiences to successfully perform duties and responsibilities of classification. Previous experience with budget management grant writing administration is preferred. Or any combination of education and experience in which the incumbent can successfully perform the essential functions of the position.
- Must have the ability to utilize a personal computer with related software to perform the essential functions of the position.
- Must have a current Washington State Drivers License or have requested and obtained an appropriate accommodation.
- Depending upon area of assignment may be required to obtain some or all of the following certifications within the first (1st) year of employment: Pipeline Assessment Condition Program/Manhole Assessment Condition Program (PACP/MACP) certification Certified Erosion Sediment Control Lead (CESCL) certification Traffic Control/Flagging certification and/or Confined Space certification; it is a requirement that these certifications be maintained.
DESIRED SKILLS:
- Ability to read and understand construction plans.
- Knowledge of Python SQL / VBScript and other developing scripting languages.
- Knowledge of relevant local state and federal regulations.
- Knowledge of the techniques and equipment used in stormwater construction maintenance and repair.
- Knowledge of illicit discharge detection.
- Ability to perform research of various records plans and documents.
- Understanding of AutoCAD software.
- Education training or certification in GIS (Geographic Information System).
