Job Description

SUMMARY: Coordinate manage and monitor facility design andconstruction provided by outside consultants and contractors for all phases of aconstruction project in a manner to ascertain that projects are completedwithin the specified time frame and according to the plans and specificationswithin the budgeted funds. Represent theowner during all aspects of a project to protect the best interests of theDistrict. Provide expertise in evaluation of existing facilities to developscopes of work and budgets for small projects and capital improvement future projects and develop scopes of work and cost estimates. Developcreative design solutions to difficult and varied projects as well as managesmall construction teams.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Otherduties may be assigned.

Duties will be split between Planning assignments and Constructionprojects. Assist in the analysis of facility conditions and educationaladequacies. Document and track physical and educational deficiencies at schoolfacilities. Establish design parameters for future projects including assessmentsof existing facilities and sites. Identify and analyze facility deficienciesand recommend solutions.

Work closely with the Director Planning & Propertyto project and evaluate student enrollment trends educational facilityutilization and academic program adequacies. Document and track identifieddeficiencies and analyze options.

Interface with and incorporate items of work withother departments with an emphasis on working on projects at individualschools. Work closely with the Districts Maintenance Department for schedulingof work for selected small projects. Coordinate with contractorssubcontractors vendors state and local government entities and Districtpersonnel required by individual projects.

Plan design and administer small projects with shortdeadlines. Coordinate GOCO and administer small design and construction contracts to includereview and approval of consultant and contractor payment applications changeorders and requests for substitution. Facilitate and coordinate otherconsultant contracts: survey geotechnical investigation 3rd partyinspections special inspections commissioning consultants etc.

Monitor project control activities including overallproject and construction schedule project scope project cost construction documentinterpretations project submittals and shop drawings.

Practical knowledge and experience in construction costestimating and the ability to establish overall project budgets and schedules.

Facilitate design advisory groups schooladministrators and professional consultants.

Manage design and construction projects that may nothave a design consultant as part of the project. Facilitate the technicalreview of all phases of design documents by the various Districtstakeholders. Provide quality control ofgeneral architectural structural mechanical electrical and special systemsfor all assigned District projects

Analyze bids and recommend construction award. Negotiateand issue consultant agreements and construction contracts.

Conduct pre-construction conferences and participate inweekly construction meetings with architect and contractor. Arrange and coordinate constructionobservation and materials testing with independent testing agencies. Review andanalyze all results and make appropriate adjustments and/or recommendations toconstruction and schedule.

Assist in the review research and updating of the DistrictsTechnical Drawings Construction Design Standards and Educational Specifications.

Facilitate final inspections and re-inspections witharchitect consultants and contractors and coordinate the check out andoperation of new equipment and systems and Operations and Maintenance the submittal of contract close out documentation and review samefor accuracy of as built information.

EXPERIENCE: Minimum of 10years total experience in design and construction of K-12 schools and other publicfacilities. Registered Architect desired but no required. Experience in allphases of design and construction including conceptual design designconstruction documents bid phases contract administration facilityprogramming and design building systems and bid documents. Experience inmanaging small construction projects with short deadlines.

EDUCATION AND TRAINING: Desired: Registered Architect in the State ofColorado or the ability to become registered within one year of : Equivalent Experieince.

CERTIFICATES LICENSES REGISTRATIONS:Architect License (Desired). Valid Colorado drivers license

SKILLS KNOWLEDGE & EQUIPMENT: Allphases of architectural design construction management and estimating. Workingknowledge of AutoCAD Microsoft Word Excel PowerPoint and Outlook. Strongverbal and written communication skills. Experience preferred with estimatingand project planning software. Practicalknowledge of the International Building Code (IBC) and other building firemechanical and electrical codes regulations specifications. Familiarity withthe construction industry construction costs facility design constructionand assessments. Knowledge of state and federal regulations related to designand construction including construction jobsite safety storm water managementpermitting and inspections.

DECISION MAKING: Requiresdetailed analysis and application of technical and professional knowledgestandards and experience to determine alternatives recommendations solutionsand facilitate consensus include assuring construction completion so schools can openon schedule. On school projects withmultiple phases of construction decisions include minimizing the impact oneducational delivery during for the work are loosely defined. Errors could impact the budget projectschedule quality of facilities bond funds and final occupancy and integrityof a facility.

COMMUNITY RELATIONS: Contact with professional staff within thedepartment and with professional staff outside the department. Contact with advisory committees schoolstaff administrative staff students parents citizen committees generalpublic media public agencies and local government on an as-needed basis toexchange information negotiate controversial matters or set policy.

SPAN OF CONTROL: This positionhas no supervisory responsibilities of District employees. Responsible for managing and supervisingoutside architects various consultants and contractors on a project.

EDUCATIONAL DELIVERY:Manage designand construction improvement projects through quality services which result instate-of-the-art facilities and systems to enhance the education environmentfor students and their project schedules and integrity of facilities so as not tonegatively impact educational support services for facilities and direct services forconstruction management.

COMPLEXITY OF WORK: Requires creativesolutions independent thinking judgment and interpretation of facts inhandling deviations outside the defined policies and procedures specified incontract documents.

The employee is required touse hands to finger handle or feel; reach with hands and arms; climb orbalance; and stoop kneel crouch or employee must frequently lift and/or move up to 10 pounds andoccasionally lift and/or move up to 25 vision abilities required by this job include close visiondistance vision and color vision.

MENTAL FUNCTIONS:Whileperforming the duties of this job the employee is regularly required tocompare analyze communicate coordinate evaluate and use interpersonalskills. The employee is frequentlyrequired to negotiate. The employee is occasionallyrequired to copy instruct compute and compile.

WORK ENVIRONMENT:Whileperforming the duties of this job the employee will be in an office environmentand is frequently exposed to outside weather conditions. The noiselevel in the work environment varies from quiet to loud.
