This position has a hybrid work schedule with three days/week working in the office in downtown Richmond VA.

The State Payroll Operations team at the Department of Accounts (DOA) is seeking an experienced Accounting and Payroll professional for an Assistant Director position.

DOAs mission is to provide a uniform system of accounting financial reporting and internal control adequate to protect and account for the Commonwealths financial resources while supporting and enhancing the recognition of Virginia as the best managed state in the union.

Job Duties

Supports the operation of the largest of the states payroll and leave systems ensuring agencies are able to produce accurate and timely payroll tax and benefit disbursements for employees while supporting the Commonwealths uniform system of accounting and using appropriate internal controls.
This position ensures efficient and accurate calculation recording and disbursement of Commonwealth funds related to payroll benefits accounting and regulatory reporting functions and may serve as backup to the State Payroll Operations Director during Directors absence. Manages the activities of the Benefits Accounting and Regulatory Reporting units; develops solutions to resolve specific problems and methods to improve efficiency; keeps staff informed of systems issues; participates in development documentation implementation and interpretation of policies and procedures for payroll and benefits accounting and related automated systems; reviews all state DOA and federal policies regulations and guidelines that affect payroll and benefits accounting operations to ensure compliance; ensures that desk procedures are maintained and staff are cross trained; updates applicable sections of the Commonwealth Accounting Policies and Procedures (CAPP) as needed. Participates in ARMICS testing and documentation.

Minimum Qualifications

Knowledge of financial operations internal control procedures and state and federal law and regulations especially as it pertains to payroll. Working knowledge of Principles of Accounting Generally Accepted Accounting Principles (GAAP) for government and MS Office Suite (Word Excel and Access).
Strong organizational process improvement analytical and oral and written communication skills. Demonstrated ability to apply GAAP financial operations internal control procedures and state and federal law and regulations analyze and resolve complex problems and to develop and implement complex accounting procedures and reports work collaboratively with management staff and agency personnel; research and resolve payroll and/or financial issues; communicate effectively with internal and external staff; organize prioritize and evaluate the work of others; understand develop and apply policies and procedures; collect maintain and secure sensitive data; conduct business with integrity and respect; identify alternatives and propose changes that improve quality and efficiency; and supervise professional staff engaged in a variety of statewide payroll and accounting functions.
Considerable experience analyzing accounting transactions and applying generally accepted accounting principles (GAAP) financial management developing policies and procedures and using automated financial/accounting systems.
Experience working in a large scale automated payroll/benefits environment; supervising professional-level employees; and developing and modifying payroll business practices.
Education or professional experience in payroll processing.
Education or professional experience in analyzing accounting transactions.

Additional Considerations

Strong working knowledge of Oracle PeopleSoft Financial and HCM applications.
Experience relating to governmental accounting.
Experience with supervising professional-level staff engaged in a variety of statewide payroll fiscal and accounting functions preferred.
