Job Description

Leidos National Security Sector (NSS) is seeking a highly skilled mission-driven STO/SAP Planner to support APOLLO/OPIAS in Tampa FL. This role involves close coordination on Special Access Programs (SAP) Alternate Compensatory Control Measures (ACCM) and other sensitive capabilities while working directly with joint planning teams interagency partners national-level organizations and information forces to ensure sensitive activities align with mission objectives. The ideal candidate will help integrate and synchronize sensitive operations within joint planning efforts. This position is on a future contract pending award announcement.

Key Responsibilities:

  • Manage and ensure all Special Access Programs (SAPs) supporting Operations in the Information Environment including MISO MILDEC Cyber and EWare properly protected compartmentalized and compliant with applicable security protocols. These professionals serve as critical enablers for the secure integration of highly sensitive capabilities into influence and non-kinetic operations.

  • Plan integrate and coordinate with interagency and intelligence community (IC) entities.

  • Facilitate the de-confliction that underpins intelligence gain/loss and political and military assessments.

  • Incorporate information-related capabilities and sensitive activities into operations orders annexes and evaluation/assessment plans.

  • Advise on the development of campaign plans and CONOPs involving Special Technical Operations (STO) Special Access Programs (SAP) and Alternative Compensatory Control Measures (ACCM).

  • Coordinate STO planning efforts across operations intelligence and sensitive activities directorates.

  • Manage the Review and Approval Process (RAP) for CONOPs involving SAP and Sensitive Activities.

  • Develop and integrate STO components into Combatant Command (CCMD) IJSTO plans and related efforts.

  • Provide planning expertise across mission analysis course of action (COA) development wargaming and plan transition.

  • Represent STO equities in working groups planning cells and interagency coordination forums.

  • Ensure compliance with IJSTO and DoD regulations for handling and accessing classified material.

  • Serve as a liaison to the Joint Staff OSD CCMDs IC elements and partner nations on STO-related coordination.

  • Integrate Special Technical Operations capabilities enabling lethal effects into planning and operational activities.

  • Conduct fires planning for the integration of cyber-delivered STO and Information Operations capabilities into Offensive and Defensive Cyberspace Operations (OCO/DCO) and integrate emerging cyberspace operational efforts into OPLAN development.

  • Synchronize all Information Related Capabilities (IRCs) into the scheme of fires including Information Operations Cyberspace capabilities and Electronic Warfare enablers.

Basic Qualifications:

  • Bachelors degree with 8 years of relevant experience OR Masters with 6 OR 12 years of direct IO planning experience

  • Minimum two (2) years of direct STO planning experience at a Joint or Geographic Combatant Command Headquarters

  • Completion of:

    • Special Technical Operations Planners Course (STOPC)

    • MILDEC Planners Course (MPC)

    • Planning and Decision Aid System (PDAS) Users Course

  • Proficiency in integrating STO into joint planning processes (JOPP JOPES)

  • Strong coordination and communication skills across senior military and civilian stakeholders.

  • Must be a U.S. Citizen with the ability to travel

  • Must currently possess a minimum TS/SCI Clearance with SAP/ACCM eligibility with polygraph eligibility.

Preferred Qualifications:

  • Prior USCENTCOM or Joint Staff-level experience

  • Experience supporting the CENTCOM AOR INDOPACOM or AFRICOM

  • Experience coordinating SAP or Sensitive Activities across multiple command levels and agencies

  • Familiarity with national-level policy and authorities governing STO

Pay Range:

Pay Range $80600.00 - $145700.00

The Leidos pay range for this job level is a general guideline onlyand not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job education experience knowledge skills and abilities as well as internal equity alignment with market data applicable bargaining agreement (if any) or other law.
