This Position Is Funded In Part Through Federal Funds.


The IT Security & Compliance Manager I leads and coordinates privacy and security incident response for the North Carolina Department of Health and Human Services (DHHS). This position is responsible for managing the full lifecycle of incident response activities across the department including assessing threats coordinating breach notifications and maintaining incident management tools within the Governance Risk and Compliance (GRC) platform. It also supports audits ensures policy compliance and manages relevant trainings and contracts.

This role contributes to the departments cybersecurity and privacy program by coordinating with internal stakeholders external partners and regulatory bodies to ensure legal and policy compliance in the handling of incidents. The position supports the Privacy and Security Office within the DHHS Information Technology Division and supervises staff including apprentices and interns.

Key Duties Include:

  • Lead and oversee the departments response to privacy and security incidents.

  • Implement and manage incident response tools within the GRC platform.

  • Coordinate incident response activities including federal and state notifications.

  • Serve as primary contact for privacy/security events collaborating with internal and external partners.

  • Monitor and report on incident status impact and resolution.

  • Coordinate and deliver annual HIPAA training and other compliance activities.

  • Review and manage privacy language and Business Associate Agreements (BAAs) in contracts.

  • Support audits investigations and risk assessments related to incident response.

  • Facilitate meetings with privacy and security teams to share regulatory updates.

  • Supervise support staff and manage workload related to incident response processes.

Minimum Education and Experience Requirements

Bachelors degree in computer science or a related IT field or closely related field from an appropriately accredited institution and two years of progressive experience in IT Security or closely related area

OR
Associates degree in computer science or a related IT field or closely related field from an appropriately accredited institution and three years of progressive experience in IT security or closely related area
OR
An equivalent combination of education and experience
