Work Unit:

The Division of Child Support Services (DCSS) exists to ensure that all children receive financial and medical support from each parent through the location of each parent the establishment of paternity and support obligations the enforcement of those obligations and connection to resources to assist parents in overcoming any barriers that are impeding their ability to pay child support.

The Systems and Operations Section encompasses two major areas: the Automated Child Support Enforcement System (ACSES) development and support and the Family Support Registry (FSR) Colorados mandated State Disbursement Unit (SDU). The FSR was created and provides services per Colorado Revised Statute. FSR services are for all families with a support order.

The FSR is split into two sections. FSR Financial Services (FFS) is responsible for the operation of the State Disbursement Unit (SDU). FSR Support Services (FSS) provides services to employers families county CSS offices and the court.

The State Disbursement Unit which executes the Divisions annual responsibilities to receive and deliver payments totaling over $520 million annually to addition FFS staff provide financial services to families and county CSS offices. The FSR Financial Services Unit includes six State FTE and vendor services and the Unit is responsible for the procurement and ongoing administration of associated contractual services that total over $2 million annually. This position will be working in the FSR Financial Services Unit.

The FSRs Financial Services Unit is responsible for using established guidelines and procedures to perform State financial reconciliations between the contract vendor the FSR Bank the ACSES CDHS and the 64 county CSS programs

Description of Job

Please note: These working arrangements are subject to change.



This position will perform the following duties using judgment on an ongoing basis in selecting the established guidelines and procedures to:
  • Identify payments received by the FSR without identification
  • Process payments received at the state office
  • Process payments returned by the bank as unpaid
  • Process disbursements returned as undeliverable to the payee
  • Process problem logs received from counties regarding incorrectly identified payments
  • Perform reconciliation of ACSES reports and the FSR bank account
  • Process disbursements checks returned to the FSR
  • Process wire transfers
  • Verify state offset batches
  • Approve disbursements being sent from unidentified file
  • Provide customer service to parents counties other states and vendors as needed
  • Other duties as assigned that are reasonably within the scope of the position classification including coverage of staff absences; completion of special projects completion of the grant or temporary assignments; representation of the Unit Division or Department on task forces or committees; and completion of other supervisory designated tasks.
  • This position may assist in coverage of the front desk and phone for the Division.

  • Critical thinking skills ability to review the information/data and make decisions based off of regulations policy and practices
  • Ability to solve complex problems independently and knowing when to seek out assistance
  • Microsoft 365 and Google suite experience
  • Attention to detail
  • Customer service skills
  • Written and oral communication skills
  • Relevant years of State service should be considered as a preferred qualification to be used to determine the top candidates on the referral list. (Partnership agreement 10.1.)

Conditions of Employment:
  • Standard background check and reference check required
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position (3) provide the employee number from the applicants prior State employment. Absent extraordinary circumstances prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.
