Since 2007 ZemiTek has provided technical assistance project management information technology (IT) knowledge management monitoring and evaluation training and learning development and institutional support services.

Position Description

The Financial Analyst provides expert financial support for international training and assistance programs ensuring precise budget planning execution reconciliation and reporting. The position plays a critical role in maintaining fiscal accountability for U.S. Coast Guard (USCG) programs and supports coordination with interagency partners including the Department of Defense (DoD) and Department of State (DoS). The analyst ensures that financial transactions comply with federal and USCG-specific standards and that financial records are accurate timely and audit-ready.

Clearance:Active Secret Clearance

This position is contingent upon contract award

Responsibilities

  • Conduct detailed financial analysis and generate reports for internal and external stakeholders ensuring alignment with interagency financial agreements such as MIPRs IAAs and Treasury 7600s.
  • Review edit and consolidate budget requirements for both appropriated and reimbursable funds adjusting guidance as needed to support program needs.
  • Monitor obligations and expenditures to verify compliance with approved funding limits and prepare adjustments or corrections where necessary.
  • Utilize standard accounting methods to conduct disbursements maintain financial records and execute closeout activities for accounts.
  • Track and manage financial data using USCG financial management systems including FSMS and G-Invoicing and produce transaction-level summaries and supporting documentation.
  • Support preparation of financial documentation packages for audits including transaction crosswalks footnotes and variance explanations.
  • Ensure compliance with all relevant USCG regulations and financial management policies.

Qualifications

  • At least five (5) years of financial management experience supporting USCG DoD or DoS international training or assistance programs.
  • Demonstrated experience preparing interagency financial agreements (MIPRs IAAs 7600s) and ensuring proper coordination and reporting.
  • Five (5) or more years applying budget formulation principles to appropriated and reimbursable funds.
  • At least five (5) years executing budgets and monitoring obligations and expenditures within federal guidelines.
  • Experience in federal accounting procedures and closing out complex multi-year funding streams.
  • Proficiency with federal financial management systems particularly FSMS and G-Invoicing.
  • Active Secret security clearance.
