Directly oversee the daily operation and workload of the agencies Purchasing Services and Commodities Section as well as planning future work developments provides oversight in development approval implementation coordination monitoring and management of all purchases of goods and assigned services. This section will receive requisitions for goods and services work with Section and Division Management staff to develop specifications review modify and finalize specifications and then determine the appropriate procurement procedure. The employee in this position will have the responsibility to prevent unnecessary expenditure of tax dollars and protect the taxpayers interest by managing and oversight of purchasing functions in a professional manner the strict limitations of authority by the NC General Statutes State Division of Purchase and Contract policy and procedures Information Technology Services Purchase Policy and Procedure and the Departments Purchase Policies and Procedures. Additionally this position interprets laws and policies to agency personnel and vendors and conducts market research to stay abreast of changes in technology sources of supply cost and quality. This is professional administrative work as this position directly supervises (4) Contract Specialist II and (1) Business System Analyst I.

Bachelors degree in business from an appropriately accredited institution and five years of progressive procurement experience one year of which must be of a supervisory nature
