Position Overview: The Epidemiologist functions as the lead health data analyst for the Ryan White Grant Administration (RWGA) Section. Performs complex analysis of HIV and AIDS epidemiological data including the Ryan White Unmet Need Framework necessary fully implement all requirements under its Ryan White CARE Act Part A and Ending the HIV (EHE) grant programs. Performs analysis of Centralized Patient Care Data Management System (CPCDMS) demographic service utilization medical and other data to support planning and administrative requirements under the Ryan White grant. Provides technical assistance to community HIV/AIDS planning bodies service providers and others as necessary to accomplish program goals and requirements.
Duties & Responsibilities:
Performs scheduled and ad-hoc analysis of data necessary to fully describe the HIV/AIDS epidemic in the Houston EMA including analysis of the HIV/AIDS Reporting System CPCDMS and other data to implement the Ryan White-mandated Unmet Need Framework fully.
Performs analysis compilation and presentation of Epidemiological Severe Need and Unmet Need data in order to support requirements under the HIV/AIDS planning bodies service providers and the Ryan White Part A and EHE grants including information necessary for the preparation of the Countys annual grant application.
Develops and supports statistical analysis reports relating to clinical chart review activities client satisfaction measurement and outcomes evaluation activities. Additional reporting capabilities include but are not limited to tracking change over time in service utilization patterns health markers and quality of life indicators.
Perform statistical analysis using SQL to identify appropriate performance measures and provide statistical recommendations for new goals to help meet Part A and EHEs epidemiological needs such as gaps in care and other unmet needs for Ryan White clients as required to improve quality management and improvement programs.
Ensures the adequacy and quality of the data used in analyses the statistical validity and epidemiological applicability of CPCDMS and Unmet Need Framework data by solving problems in the data collection process quality control analysis and program evaluation.
Supervises and provides insights on HIV data analysis changes required in CPCDMS to meet the current needs and HRSA reporting requirements. Researches CPCDMS to provide an epidemiological overview and perform analysis to obtain information for inclusion in reports and studies for AETC ECHO sessions. Provides technical consultation and assistance to RWGA Section in planning surveys assessments and program evaluations including but not limited to developing data collection methods and instruments technical writing of presentations and reports and staff training.
Prepares written reports and presentations documenting the HIV/AIDS epidemic in the Houston EMA. Uses various data visualization programs (e.g. Power BI) to generate complex data summaries tables charts and graphic displays to perform complex data manipulation. Helps sub-recipients and RWGA administration understand the HIV service utilization trends within the county and find areas for improvement.
Evaluates Ending the HIV Rapid Start program and recommend data-driven changes to the various services provided under the grant resulting in improved health outcomes among HIV-infected individuals and prevent/predict HIV patients falling out of care by performing complex analysis by using software programs (e.g. SQL).
Other duties as assigned including special tasks involved in responding to an emergency event.
Masters Degree in Public Health Biostatistics Statistics or related field
Experience:
At least two (2) years of practical experience in the field of biostatistics epidemiology and/or communicable disease control.
Knowledge Skills and Abilities:
Knowledge of using statistical analysis tools such as SPSS or comparable programs to analyze multiple complex databases.
Knowledge of SQL database platforms.
Knowledge of GIS mapping software.
Intermediate skills in Microsoft Office Suite.

Work Environment:
This job operates remotely and in a professional office environment. This role routinely uses standard office equipment such as computers phones photocopiers filing cabinets and fax machines.
Physical Demands:
The position is a largely sedentary role; however some duties require the ability to lift up to 20 pounds and bending & standing for periods at a time.
