SUMMARY

This position supervises a team of Stormwater Control Measure (SCM) inspectors within Storm Water Services Post-Construction Stormwater Group. The group enforces Article 25 of the City of Charlotte Unified Development Ordinance (UDO) which governs SCM performance and maintenance within the City and its Extra-Territorial Jurisdiction. The team reviews third-party inspection reports and conducts field inspections to ensure SCMs continue to function as required under the UDO and the Citys NPDES Stormwater Permit.

Offering Range:$34.25 - $38.04

Major Duties and Responsibilities:

  • Supervise and guide a team of Stormwater Control Measure (SCM) Inspectors.
  • Establish and oversee procedures to ensure team consistency accountability and effectiveness.
  • Coordinate daily field operations and serve as the primary contact for the inspection team.
  • Assist the Stormwater Ordinance Administrator with policy development enforcement actions and implementation of the strategic inspection plan.
  • Collaborate with internal partners (e.g. Erosion Control) to improve interdepartmental workflows and processes.
  • Identify and apply best practices to ensure efficient delivery of regulatory services in alignment with the Citys delegated state authority and NPDES stormwater discharge permit.
  • Promote continuous improvement of SCM review and permitting services in line with Water Quality Program objectives.
  • Provide technical guidance and professional support to consultants contractors design professionals city officials and the public.
  • Conduct routine inspections of SCMs.
  • Investigate public and departmental reports of non-compliance ensuring timely and courteous response.
  • Perform other related duties as required.

Knowledge Skills & Abilities:

  • Technical expertise in Stormwater Control Measure (SCM) inspection and maintenance practices.
  • Proficiency in Microsoft Office Suite and digital file/data management.
  • Strong organizational oral and written communication skills.
  • Ability to effectively communicate with diverse stakeholders including individuals with varying levels of education technical expertise and backgrounds.
  • Skilled in planning prioritizing and completing assignments independently in a fast-paced high-pressure environment.
  • Ability to resolve conflicts negotiate solutions and apply sound judgment in complex or ambiguous situations.
  • Able to exercise sound judgment in applying regulatory flexibility while maintaining compliance.
  • Ability to convey technical information clearly to both technical and non-technical audiences.
  • Demonstrated commitment to continuous improvement in services and processes.
  • Receptive to diverse perspectives and committed to equitable informed decision-making.
  • Team-oriented approach to problem-solving with the ability to lead follow or listen as needed.

The successful candidate will have a good driving record valid drivers license a dependable vehicle for daily use and ability to obtain and maintain a City Driving Permit.

Preferred Qualifications:

  • Bachelors degree in environmental science civil engineering construction management or a related field with at least three (3) years of relevant field experience.
  • Familiarity with the Charlotte-Mecklenburg SCM Design Manual City of Charlotte Land Development Standards and other applicable local ordinances and regulatory manuals.
  • Demonstrated knowledge of environmental systems stormwater management practices engineering principles and land development permitting.
  • Experience with Cityworks or similar work order and asset management software.

Minimum Qualifications:

  • Associates degree in environmental science engineering technology construction or a related field with five (5) or more years of relevant experience.
  • Certification in Stormwater Control Measure (SCM) inspection and maintenance through a recognized regional certification program or the ability to obtain certification within one (1) year of hire.
  • Physical ability to perform field inspections including lifting up to 60 pounds and working in adverse weather and environmental conditions.

CONDITIONS OF EMPLOYMENT

The Citys Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes but is not limited to: reference checks social security verification education verification criminal conviction record check and if applicable a credit history check sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidates written authorization before obtaining a criminal background report motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process candidates may be asked to take a skills test and/or participate in other assessments.
