Job Description

ABOUT OATH:

The City of New Yorks Office of Administrative Trials and Hearings (OATH) is the nations largest administrative tribunal holding approximately 400000 trials and hearings a year. As the Citys central independent administrative law court OATH adjudicates a wide range of matters filed by nearly every city agency board and commission. OATH also houses the Center for Creative Conflict Resolution which provides mediation and restorative justice support to City government agencies and the general public and the Administrative Judicial Institute a resource center that provides training continuing education research and support services for administrative law judges and hearing officers.

JOB DESCRIPTION:

Reporting to the Assistant Commissioner of Human Resources the candidate will have an excellent working knowledge of Citywide HR systems procedures policies and stakeholders. The ideal candidate will have experience with administrative access in NYCAPS CHRMS PMS CityTime and other Citywide systems. The senior level HR leader will supervise the functions of recruitment on-boarding orientation and employee services. Some of the duties include:
-Supervising a Recruitment and Onboarding Manager and any future staff assigned to them;
-Assisting Recruitment and Onboarding Manager with performing all varieties of HR tasks to ensure the team delivers the requisite services to the agency;
-Generating and maintaining all agencywide trackers regarding pending job openings and employee transactions;
-Providing recruitment and transaction reports for divisions and OMB;
-Providing expert level understanding of NYCAPS administration;
-In coordination with external agency oversee the civil service process including implementing hiring pools and list appointments;
-Performing all high-level HR administrative duties required by executive staff to include but not limited to report generation data analysis memo preparation and policy writing;
-Providing analytical support to various work streams in administration and other agencies to include regular PS budget reports and other HR pending actions;
-Supporting data analysis with regards to assessing HR needs;
-Overseeing agencywide hiring events;
-Acting as the agencys career counselor;
-Acting as the agencys Lead Training Administrator;
-As the E-performance Administrator assisting managers and supervisors with related inquiries;
-Is the work-force administrator for FMS training;
-Responding to and resolving benefits inquiries and concerns;
-Gathering and reviewing UIB documents for submission to external agency;
-Performing any and all special projects as assigned.
In coordination with the Assistant Commissioner of HR and the Deputy Commissioner of Administration
-Perform routine reiterative analyses of the agencys organizational structure and potential needs;
-In the absence of the AC for HR may participate in regular meetings with division heads to assess their potential recruitment and retention issues;
-Draft HR policies (internal operational as well as agency policies) for Commissioner review with regards to all work streams s/he is responsible for;
-Responsible for the creation maintenance and management of documentation on all work streams to include but not limited to division PAR requests exit interviews stay interviews and benefit explanations;
-Responsible for the agencys PS budget staffing reports and vacancy management.

Only candidates who are currently serving as a permanent Administrative Staff Analyst with the City of New York or who have a comparable title should apply.

Qualifications :

1. A masters degree from an accredited college in economics finance accounting business or public administration public health human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; or in management or methods analysis operations research organizational research or program evaluation; or in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management. Eighteen (18) months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.

2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.

3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.

4. A four-year high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.

5. A combination of education and/or experience equivalent to 1 2 3 or 4 above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However all candidates must have a high school diploma and at least two years of experience as described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
