Job Description:
L3Harris is seeking a Lead Program Manager to lead multi-functional teams in the execution of Tactical Missions Division programs and will be responsible for leading portfolios within assigned area. Additionally the Lead Program Manager will be expected to assist in directing all phases of the follow-on program from proposal to contract award. The Lead Program Manager is responsible for the cost schedule and technical performance of assigned programs and proposals by leading teams including Program Management Engineering Operations Contracts Legal Finance Quality Security and others. Program Managers are expected to demonstrate team building leadership and communication skills by building relationships of trust with their teams customers peers and leadership and to effectively communicate with confidence including regular presentations and status updates to leadership. The Lead Program Manager will develop and deliver Program Execution and Earned Value Management (EVM) industry Best Practices. This role aims to foster mutual understanding and elevate proficiency in compliance procedures and best practices thus bolstering overall program execution performance.
Essential Functions:
Responsible for managing and driving key performance indicators of cost schedule and technical performance requirements of complex technical programs through the life-cycle phases of development implementation and operations to meet and exceed revenue and profit objectives
Lead development and maintenance of an active and proactive risk management program
Responsible for budget management and financial execution of the program
Develop and manage accurate programmatic and financial forecasts
Prepare proposals business plans proposal work statements and specifications operating budget and financial terms/conditions of contract
Responsible for managing a collaborative work environment with the customer to achieve business objectives
Responsible for responses to RFIs RFPs or Requests for a ROM
Lead program review sessions with customer to discuss cost schedule and technical performance
Serve as the EVM focal point between technical cost schedule and program management teams
Establish milestones and monitor adherence to master plans and schedules
Identify program problems and obtain solutions such as allocating resources or changing contractual specifications
Fully understand customer mission gaps constraints and objectives to develop strategies that meet customer needs and increase business opportunities with respective entities
Qualifications:
Must have current and active Secret Security Clearance
Bachelors Degree and a minimum of 9 years of prior relevant experience; Or Graduate Degree and a minimum of 7 years of prior related experience; Or in lieu of a degree minimum of 13 years of prior related experience
Preferred Additional Skills:
7 years of working knowledge of Earned Value Management and/or Project/Project Management concepts
7 years of experience with risk opportunities issues and change management
7 years of prior experience managing programs with DoD or Intelligence Community Organization
Active Top Secret or Top Secret/SCI clearance
Experience with international business and trade compliance
Ability to build and maintain positive relationships with senior stakeholders across various functions
Ability to influence decision-making processes by presenting clear data-driven recommendations to senior stakeholders
Ability to thrive in a fast-paced dynamic environment and able to adapt quickly to changing priorities and new challenges
Comfortable operating in a managed chaos setting with ambiguity and rapid iteration
Entrepreneurial mindset with a bias towards action taking initiative and driving towards results
Self-motivated self-starter who can hit the ground running with minimal oversight
Able to multi-task prioritize and manage multiple workstreams and deadlines simultaneously
Flexible and agile with the ability to quickly pivot focus as needed
In-depth knowledge of project management and Agile Scrum principles
