Job Description:

The Maritime Seabed Systems (SBS) Business has an immediate opening for a high profile Program Chief Engineer role in Santa Barbara CA. This position will report directly to the SBS Business Engineering Director and Chief Engineer previously known as MariPro has been in business since the 1960s and is experiencing significant growth. SBS is a trusted supplier of high performance long-life undersea sensor and communication systems for the U.S. and foreign Navies commercial academic and scientific customers.

The ideal candidate for this position has experience as a Program Chief Engineer a Lead Systems Engineer Engineer IPT lead Technical Program Manager or an Engineering section or department manager.

The Program assigned to the Chief Engineer would be a large scale multi-year complex development program. Development efforts will include electrical and mechanical designs designs from multiple subcontractors as well as internal integration test demonstration and delivery. There position will require approximately 10% travel.

The Chief Engineer is expected to lead this important program with minimal supervision and may provide guidance and coaching to other project engineers in the department. The Program Chief Engineer will have exposure to both local business leadership as well as higher level leadership across the company.

Essential Functions:

  • Provide technical leadership on all program internal engineering development efforts interface and technical oversight of suppliers communication with business unit leadership and cross functional coordination to optimize program performance.
  • Responsible for the day-to-day tactical duties for assigned programs including leading teams of engineers and managing workload.
  • Oversees and coordinates the cost/schedule/technical aspects of ongoing engineering efforts within the program guidelines set by the Program Manager Business Chief Engineer and customer.
  • Partners with Systems Engineering to ensure design reviews and readiness events are completed on time in compliance with internal policy.
  • Helps write and review Contract Data Requirements List (CDRL) deliverables such as technical reports memos and test results.
  • Presents program progress and status to customer program office and technical teams.
  • Serves as the main point-of-contact between the engineering program team the program office and the business leadership team
  • Assesses engineering project issues and develops resolutions to meet productivity quality and customer-satisfaction goals and objectives.
  • Leads Estimate at Complete (EAC) and Program Management Review inputs for Engineering

Qualifications:

  • Bachelors Degree and minimum 9 years of prior relevant experience
    • or Graduate Degree and a minimum of 7 years of prior related experience
    • or in lieu of a degree minimum of 13 years of prior related experience.
  • Multi-Disciplined Team Lead Experience 9 years after receiving Bachelors degree.
  • Ability to obtain and maintain an active DOD US Secret Security Clearance
  • Working knowledge of DOD program environment; esp. FAR ITAR FMS DCS requirements.
  • Must have prior experience being a Technical Lead on a developmental or production program.
  • Experience with Work Breakdown Structures (WBS) Organizational Breakdown Structures (OBS) and change management withing the Program Management Baseline (PMB).
  • Must have a good working knowledge of Earned Value Management and competency in understanding and reporting metrics.
  • Ability to read and interpret mechanical engineering drawings of complex components.
  • Basic understanding of computer network component functions (routers servers switches firewalls).
  • Experience with engineering change management impacts and risks to other aspects of the program and project.

Preferred Additional Skills:

  • Degree in one of the following disciplines is preferred: Mechanical Engineering Electrical Engineering Systems Engineering Physics or Computer System Engineering.
  • Excellent communicator and well-organized leader
  • Creative and adaptable thinking and problem-solving skills
  • Experience in leading cross-functional teams
  • Familiarity with Microsoft Project critical path management
  • Able to read cost reports and generate ETCs
  • Ability to manage expectations and identify scope changes in dynamic customer requirements.
  • PMP Certification
  • Excellent Presentation skills
  • Experience with undersea acoustic sensors and systems
  • Experience with fiber optics and high-power cabled systems

In compliance with pay transparency requirements the salary range for this role in California is $125000- 232000. This is not a guarantee of compensation or salary as final offer amount may vary based on factors including but not limited to experience and geographic location.
