This is a full-time permanent and continuing position (40 hours per week) with state benefits including health insurance paid vacation paid sick time paid holidays as well as retirement. Shift Schedule: Monday to Friday. 8am to 5pm. Reporting to the Superintendent of Education Services the ESP Lead serves as a core member of the Education Services team within Department of Adult Correction Division of Rehabilitative and Correctional Services located in the Randall Complex Raleigh NC. As the ESP Lead the individual in this position plays a pivotal role in the supervision and coordination of the Exceptional Students Program and manages programs for Federal Grant IDEA Vl-8. NCDAC uses the term Exceptional Students Program because the majority of our students are over the age of 18. The typical student is between the ages of 18 and 22; occasionally we serve students as young as 15. The ESP Lead will provide dedicated expertise in policy development professional development teacher training and compliance review as well as serve as the LEA manager for the Exceptional Students Program within Education Services. This person will coordinate and collaborate with NCDPI regularly to meet the requirements of IDEA. Responsibilities for this position fall into the following key areas: Administration and Supervision: Administration of the IDEA Grant. The application process requires considerable preparation and yearly revision of information to determine accurate annual funding for the ESP program. This duty includes ensuring compliance with the Special Education laws and regulations as it pertains to the spending of federal grant monies and reporting requirements. This position also leads the 504 program and Student Assistance Team (SAT) within NCDAC youth schools. It is necessary to clearly communicate and comply with the North Carolina Department of Public Instruction and their budgetary office as well as with federal programs representatives. The ESP Lead recommends the implementation of corrective action plans whenever needed. This person will need to travel throughout the state to ensure compliance within the four youth schools. 45% Resource Management: Administration of ECATS and OPT J S entries of Exceptional Students. Maintain appropriate level of accessibility of Exceptional Student Program Coordinators Student Assistance Team Managers and caseworkers to student/offender records. Administration of NC Student Information System for recording purposes within the ESP. Ensure and manage completion of IEP paperwork when students reach the age of majority graduation or choose to revoke services. Management of time and effort toward the necessary obligation of preparing the offender who is being released back into society. This preparation is critical to a successful life without crime. 15% Program Implementation and Evaluation: The ESP Lead coordinates training for the school administrators and the teachers as needed to keep them updated on new policies and procedures related to instruction and data management in the IDEA program 504 and SAT programs. Measures improvement in the youth schools graduation rate and success at passing the HiSET as well as measuring and documenting academic growth and appropriate use of interventions for students with and without disabilities. Measures student growth with regard to IEP goals HiSET objectives formal and informal assessments and more 15%. Policy Development: When it is deemed necessary provide leadership support and guidance for policy development.5% Leadership: Leadership for continuous improvement of effective Special Education 504 and SAT programs in the youth schools in collaboration with other central office staff. This duty includes ensuring compliance of the program with Special Education laws and regulations and Section 504 laws and regulations. This involves collecting and analyzing data for program improvement and evaluation as well as for grant management and allocations and expenditures of the four youth schools. Visiting youth schools and working around incarcerated students is a necessary part of this position. 20% Knowledge Skills and Abilities / Competencies Effective July 1 2025 candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed from the class specification. Management Preferences: Knowledge of Special Education and Section 504 laws procedures and guidelines Thorough knowledge of instructional methods and techniques and educational planning. Ability to coordinate effective working arrangements with committee and work associates educational administrators education partners teachers in the youth schools principals and other organizations and the general public. Ability to provide leadership that will effectively convey ideas and information in oral or written form to federal state and local educational agency personnel. Experienced knowledge of up-to-date technology resources in ESP evaluations. Experience in maintaining complete and accurate records and developing meaningful reports on data that provides information to appropriate stakeholders. Experience in using technology for research and communication managing and organizing large projects simultaneously. Experience communicating effectively with all pertinent stakeholders in both oral and written formats. Management prefers experience as a leader in Exceptional Children Programming. Teacher and/or administrator experience in a prison setting is a plus.
