Job Description: Technical Support Unit (TSU) Consultant

Location: Nagar Nigam Ayodhya
Position: Technical Support Unit (TSU) Consultant
Duration: Project-based Contract
Salary: Commensurate with experience

Position Overview:

The Nagar Nigam Ayodhya (NNAY) is seeking a highly qualified and experienced professional to fill the role of Technical Support Unit (TSU) Consultant. This position involves management of the full tendering lifecycle across platforms such as eTender portals GeM (Government eMarketplace) and manual tendering methods. The consultant will support ongoing and upcoming urban development projects including Smart City initiatives CMGRID AMRUT Mission and other municipal schemes across domains like Civil IT Lighting and Horticulture.

Important:

  • We are primarily looking for candidates who have direct experience in drafting Request for Proposals (RFPs) based on L1 H1 QCBS and PPP models not just those who have experience applying to tenders or RFPs.

  • Candidates must be willing to relocate and work full-time on-site at Ayodhya (Nagar Nigam office).

Key Responsibilities:

1. Tendering Process Management:

  • Draft manage and monitor the complete tendering process ensuring legal and procedural compliance.

  • Coordinate RFP preparation floating and evaluation through eTender GeM and manual processes.

  • Conduct pre-bid meetings respond to bidder queries and maintain comprehensive documentation.

  • Ensure adherence to financial technical and legal standards across all tenders.

2. Project Management and Coordination:

  • Provide project management support for Smart City CMGRID Swachh Bharat Mission AMRUT and other municipal schemes.

  • Track project timelines budgets and deliverables using standard PM methodologies.

  • Implement systems to monitor and mitigate project risks.

3. Documentation and Reporting:

  • Maintain detailed project records tender documentation agreements and progress reports.

  • Provide periodic project updates and risk assessments to Nagar Nigam management.

4. Stakeholder Management:

  • Liaise with government departments vendors contractors and consultants to facilitate smooth project execution.

5. Technical Expertise and Consultation:

  • Draft technical specifications and assist in project design across Civil IT Lighting and Horticulture domains.

  • Support the adoption of new technologies aligning with Smart City and other urban development goals.

6. Quality Control & Risk Management:

  • Conduct regular quality checks and ensure compliance with safety and environmental standards.

  • Identify project risks early and develop mitigation strategies.

7. Collaboration with Government Bodies:

  • Coordinate with government bodies and ensure strict compliance with all legal financial and technical norms as per central/state government guidelines.

Required Qualifications and Skills:

  • Education:

    • B.E./ in Civil IT Electrical Engineering or a related field.

    • A Masters degree ( in Project Management or Urban Development is an added advantage.

  • Experience:

    • 5 7 years of relevant experience in project management tendering processes or urban infrastructure development.

    • Mandatory experience in drafting RFPs under L1 H1 QCBS and PPP models.

    • Experience with Smart City projects CMGRID Swachh Bharat Mission AMRUT and related municipal development initiatives.

    • Familiarity with eTender portals GeM procurement and manual tendering.

    • Prior experience working with government or municipal bodies.

  • Skills:

    • In-depth understanding of government procurement processes RFP structuring and urban project management.

    • Strong analytical documentation and communication skills.

    • Proficiency in project management tools (MS Project Primavera etc.).

    • Knowledge of urban infrastructure development (civil IT lighting horticulture).

  • Personal Attributes:

    • Leadership and team management capabilities.

    • High attention to detail and organizational ability.

    • Problem-solving attitude and ability to work under pressure.

    • Strong professional ethics and integrity.

Key Deliverables:

  • Successful drafting and completion of tendering documents and processes.

  • Smooth implementation of infrastructure projects within stipulated timelines and budgets.

  • Strong compliance with legal and government norms.

  • Timely and effective communication with all internal and external stakeholders.

Special Instructions:

Candidates must have hands-on experience drafting RFPs and must be willing to relocate to Ayodhya for the duration of the contract.
