The Riverside County Department of Waste Resources has an opportunity for a Recycling Specialist I for the Outreach and Recycling division in Moreno Valley.
Under close direction assists in coordinating the development and implementation of the Countys Recycling Program; learns all phases of the County recycling programs; learns to prepare and conduct presentations and assists with making recycling educational materials available to all segments of the public County departments and other agencies; assists in research development presentation and promotion of recycling information and programs; performs other related duties as required.
The Recycling Specialist I is the entry-level classification in the Recycling Specialist series and reports to an appropriate supervisory or manager level position. Incumbents learn to perform the full range of program development implementation and recycling education assignments under close supervision. Incumbents are expected to perform basic and routine duties where the majority of the duties can be learned in a brief period of time are clearly defined and have established guidelines which require minimal interpretation.
The Recycling Specialist I is distinguished from the Recycling Specialist II in that the latter is the journey level classification in the series having a greater scope of responsibilities requiring minimal supervision.
The Recycling Specialist I is a natural progression underfill for the Recycling Specialist II. Incumbents are eligible to promote to the Recycling Specialist II upon successful completion of their probationary period which would include a satisfactory performance evaluation and any additional qualification requirements.

The Department ofWaste Resourcesserves the Countys solid waste disposal needs by providing for efficient and effective landfilling of County non-hazardous waste protecting the environment and promoting recycling in order to ensure a safe and healthy community for current and future generations.
In a learning capacity: assist in the study and research of waste stream reduction as it relates to municipal recycling projects; obtain an understanding of elements contained in waste streams.
Assist with research related to grants including but not limited to grant applications tracking and reporting; assist with input on reports due to the state on recycling and waste reduction activities.
Assist with planning developing and implementing recycling projects; learn and understand waste reduction strategies to assist businesses residents and private and public sector recycling projects.
Learn to research write edit produce and disseminate reports brochures pamphlets and news releases as well as develop content for social media posts regarding community health sustainability and recycling issues.
Assist in preparing and presenting educational recycling programs utilizing all types of media including but limited to video online computer applications audio and television.
Assist with the coordination of activities between the County city and other external agencies on recycling programs; learn to develop promote and provide updates on recycling information.
Become familiar with current solid waste legislation; develop a full understanding of issues and how to develop responsive programs and projects to address mandatory legislation.
Assist Department of Waste Resources professional staff by attending meetings representing the Department assisting with presentations conducted by staff and preparing materials for staff related to the recycling function of the Department.
Education: Graduation from an accredited college or university with a bachelors degree in planning environmental sciences sustainability public or business administration or a closely related field to the assignment. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
Experience: None.
Knowledge of: Basic principles of organization management and public and business administration; basic principles and methods used in statistical and administrative analysis; basic methods of planning coordinating and implementing effective informational programs; public relations.
Ability to: Learn the principles and practices involved with recycling program development; gather and analyze data reason logically draw valid conclusions and make recommendations; prepare promotional materials; communicate effectively in oral and written form with people at various organizational and socio-economic levels; establish and maintain effective relationships with business representatives committees civic groups the general public and fellow employees.
Other requirements: A valid California Class C Drivers License is required at time of employment.The incumbent will be required to drive a county vehicle to travel to and from event locations.This recruitment is open to all candidates.

Pre-Employment
