Description of Job

Work Unit

The Clean Water Compliance and Enforcement Section is responsible for ensuring the regulated community complies with the requirements of the Colorado Water Quality Control Act (Act) and its implementing regulations. The work is implemented in cooperation with other units in the division and ranges from informal compliance assistance and assurance services to formal enforcement activities. Staff achieve the goals of the section by reviewing self-reported data conducting inspections and desk audits and then comparing that information against established compliance criteria. The Dredge and Fill Protection Unit housed in the Compliance and Enforcement Section will issue authorizations for dredge and fill activities conduct compliance oversight of dredge and fill activities and provide compliance assistance to the regulated community. The ultimate goal is to ensure conformance with various water quality related laws and policies that are intended to protect public health and the environment.


About the position

The position exists to provide the support needed to implement HB24-1379 Regulate Dredge & Fill Activities in State Waters including but not limited to: Developing authorizations and conditions for activities that will result in the discharge of dredged or fill material into state waters evaluating instances of noncompliance with the Colorado Water Quality Control Act HB24-1379 and its implementing regulations policies and authorizations and determining the appropriate assistance compliance and/or enforcement responsebased on customer needs and project impacts.

MINIMUM QUALIFICATIONS:

Experience Only:

Five (5) years of relevant experience in environmental protection environmental permitting and/or environmental compliance.


OR

Education and Experience:

A combination of related education in biology chemistry environmental science geology environmental engineering hydrology watershed science or closely-related field and/or relevant experience in environmental protection environmental permitting and/or environmental complianceequal to five (5) years

Preferred Qualifications and Essential Competencies

  • Experience with water quality regulation and protection.
  • Relevant years of State service shall be considered.
  • Experience evaluating compliance with Section 404 Clean Water Act requirements permits and rules/ policies.
  • Experience developing interpreting or evaluating compliance with Clean Water Act discharge permits.
  • Experience providing compliance assistance assurance and oversight related to environmental requirements.
  • Ability to think critically to solve problems and make decisions.
  • Demonstrates a commitment to public service.
  • Demonstrated interpersonal skills by responding and relating well to people in all positions.
  • Ability to confront difficult situations maintain objectivity and negotiate to achieve results.
  • Natural ability to resolve conflicts (with both internal and external customers).
  • Excellent written and oral communication skills.
