Job Description

Summary / Objective:


This is administrative work at the senior management level directing many aspects of the Countys internal management functions and assists the Director of General Services and the Capital Projects Manager with the Countys Capital Project planning. The position in this class plans directs and controls the activities of the Office of General Services including the processing and oversight of the Countys utility bills as well as the Countys vehicle fleet and employees personal vehicle parking. Work also includes the disposition of all County surplus property. The position in this class is differentiated from those in related classes by the level of accountability the impact of decisions across organizational lines and assignment to the property management field. This position reports directly to the Director of the Department of General Services.


Position Duties and Responsibilities:


  • Manages the activities of a staff of supervisory clerical skilled and semi-skilled technical personnel via hands-on direction and through field managers; manages personnel engaged in County vehicle and real estate acquisition repair and maintenance under Utility Services/Vehicles; oversees records retention and storage of County documents via the County Archives; manages the Jail Work Program Mail Room and Duplicating Services for all County facilities. Manages utility procurement and monitors/reports usage to ensure energy savings.
  • Assists with the development and redemption of the annual operating plan for the department.
  • Monitors payment of utility bills and follows up on all receivables over 60 days past due. Assumes responsibility for the accuracy of all records reports logs and data required to operate and manage the department.
  • Performs related work as required.

Qualifications and Requirements:


  • Bachelors degree (Business Administration Finance or Engineering) required; MBA in Finance preferred. Or acceptable documented related business experience.
  • Minimum of five years of professional experience with three years of supervisory experience or any equivalent combination of acceptable training and experience which has provided the knowledge skills and abilities cited above.
  • Strong proficiency in computers technology tools and platforms including Microsoft Suite (Access Excel Outlook and PowerPoint)
  • Skills in financial analytics to include: deciphering complex fiscal reports balancing the revenue and expense of diverse funding streams and reporting KPIs
  • Ability to organize direct and coordinate the activities of public advisory and other organizations engaged in diverse community functions and operations.
  • Ability to establish and maintain effective working relationships with officials representatives of other governmental agencies community advisory bodies members of public authorities and the general County constituency.
  • Ability to express ideas and communicate County policy on technical and/or administrative subjects both orally and in writing.
