Position Summary:
Leads and oversees the planning execution and delivery of technology projects within a government organization. Ensures that projects are completed on time within scope and in alignment with the organizations strategic goals and regulatory requirements. Collaborates with various internal and external colleagues participates on cross-functional teams and drives technological innovations that enhance public services. Honors and represents the mission vision and values of CIT and the IT department.

Essential Duties & Responsibilities:
- Leads the planning execution and delivery of multiple technology projects ensuring alignment with the organizations goals and compliance standards.
- Develops detailed project plans including timelines resource allocation risk management strategies and budget forecasts.
- Manages all stages of the project lifecycle from initiation to closure ensuring project goals are met on time and within budget.
- Serves as the primary point of contact for all project-related issues coordinating between internal teams external contractors and stakeholders.
- Identifies project risks and proactively manages mitigation strategies to reduce delays or cost overruns.
- Collaborates with key stakeholders including government officials department heads IT teams and external vendors to define project scope goals and deliverables.
- Provides regular updates to senior management and stakeholders on project progress milestones and potential issues.
- Communicates complex technical concepts clearly to non-technical stakeholders.
- Develops monitors and manages project budgets ensuring efficient use of resources and adherence to financial guidelines.
- Oversees resource allocation balancing workload across teams and ensuring adequate staffing levels for successful project completion.
- Ensures all technology projects comply with applicable government regulations policies and industry standards (e.g. data privacy cybersecurity procurement procedures).
- Oversees contract management and vendor relationships ensuring compliance with government procurement standards and agreements.
- Addresses and resolves project risks scope changes and conflicts by employing problem-solving and negotiation skills.
- Monitors project performance through established KPIs and ensure deliverables meet the required quality standards.
- Implements quality control processes and conduct post-project reviews to evaluate outcomes and identify areas for improvement.
- Reads analyzes and interprets technical and general business periodicals professional journals technical procedures and regulations.
- Keeps abreast of new technologies and principles attending seminars educational workshops classes and conferences to maintain certifications.
- Contributes to a team effort and accomplishes related results as required.
- Performs other duties as assigned.
Knowledge Skills and Abilities:
- Knowledge of traditional form of government and tribal customs and traditions.
- Knowledge and experience in leading and participating on cross-functional project management teams.
- Knowledge of IT infrastructure and system architecture.
- Knowledge and understanding of software licensing and compliance requirements.
- Knowledge of federal copyright laws as they pertain to the use of computer software.
- Knowledge of current technological developments/trends in area of expertise.
- Knowledge of IT Security and IT Risk Management systems
- Skill in analyzing problems projecting consequences identifying solutions and implementing recommendations.
- Skill in operating various word-processing spreadsheets database and industry-specific software programs.
- Skill in preparing reviewing and analyzing operational and financial reports.
- Ability to interpret applicable federal state county and local laws regulations and requirements.
- Ability to analyze operational requirements and assess technology and capacity requirements.
- Ability to develop and write systems and applications documentation and guides for users.
- Ability to provide a range of systems training and support activities for users.
- Ability to demonstrate strong critical and analytical thinking skills.
- Ability to communicate effectively both verbally and in writing.
- Ability to interact and maintain good working relationships with individuals of varying social and cultural backgrounds employees and officials.

Minimum Qualifications:
- Bachelors Degree in IT Computer Science Business Administration or related field. Masters Degree preferred.
- PMP Certification preferred.
- Nine (9) years combination of relevant education supervision and related work experience may be considered.
- Three (3) years experience in project management or related work experience.
- Valid drivers license is required when driving vehicles for work-related purposes.
- Fluency in the Cowlitz language preferred.
- Must be able to successfully pass a background screening / investigation according to the established requirements below.

Physical Demands:
While performing the duties of this job the employee regularly is required to sit talk or hear; use hands to finger handle or feel; and reach with hands or arms. The employee occasionally is required to stand walk climb stoop kneel or crouch. The employee may occasionally be required to lift and/or carry up to 50 pounds. Specific vision abilities required by this job include close vision.
Work Environment:
Work is generally performed in an indoor office setting and occasionally in an outdoor environment with a moderate to excessive noise level. Exposure to hazardous materials potentially dangerous situations dust allergens and infectious disease may occur. Situations may occur that require work near hazardous or moving equipment and where PPE (personal protective equipment) is needed. Occasional evening and/or weekend work is required. Tight time constraints and multiple demands are common. Travel is required for training meetings conferences presentations and other events.
