Are you passionate about leading impactful IT projects that support meaningful change across a diverse organization The City of Victoria is hiring an IT Project and Portfolio Management Specialist to join our Business Solutions Division within the Information Technology team.
In this key role youll lead a wide range of IT projects that touch every corner of the City. Youll work closely with a skilled team of Business Analysts Solution Architects and Developers and collaborate with stakeholders across all departments to deliver strategic initiatives that align with our vision standards and best practices.
Youll be responsible for championing and delivering IT projects of all sizes supporting the Citys digital transformation through modern DevOps and project portfolio tools. This includes advancing cloud-based solutions such as SaaS PaaS and IaaS that are scalable secure and future-ready. Youll also play a key role in ensuring strong governance privacy and security by design all while helping to deliver innovative enterprise-scale technology solutions that support the Citys evolving needs.

WORK FROM HOME
The successful candidate for this posting may be eligible for participation in a hybrid work from home arrangement in alignment with the Citys Work from Home Policy. Such arrangements are determined with each employee and subject to change based on operational needs and policy direction.
FLEX
The successful candidate for this vacancy would participate in a modified work week earning a flex day off each bi-weekly period by working additional time each day. Modified work weeks established in accordance with the CUPE Local 50 Collective Agreement and are subject to change.
POSITION FUNCTION
Lead plan and monitor the portfolio of Information Technology projects in a multi-stakeholder environment. Use both traditional and AGILE methods/tools to engage participants develop concrete outcomes and track to completion while managing budget and resource capacity.
KEY DUTIES
Act as a Project and Portfolio Management Specialist for Information Technology projects. Research and analyse the needs of various projects and recommend Project and Portfolio Management solutions to Management. Analyse prioritize and curate the backlog of projects and keep the approved project list as minimal and current as possible.
Coordinate the portfolio of Information Technology projects; assign and monitor project work to external consultants and vendors and to other positions in the Information Technology department. Coordinate all departmental IT and external resources to ensure timely effective implementation and completion of projects. Apply and adhere to project management principles and the system development lifecycle using a combination of AGILE and traditional methods.
Oversee the consistency and viability of new additions to the project backlog to ensure there are no contradictions or overlaps with other backlog items work already in progress or infrastructure already in place. Communicate to stakeholders when criteria for inclusion into the backlog is not met or when items need to be removed.
Provide project guidance and advice to departments. Facilitate project meetings and workshops. Communicate project status and outcomes through presentations and workshops. Represent the department on all corporate projects and committees as required. Regularly track project progress against key milestones and recommend interventions and opportunities when required.

Work is reviewed through regular reports to Manager.
Issues such as major expenditures system changes and resource/policy matters are discussed with Manager with recommendations.

KEY SKILLS AND ABILITIES
Understand and apply the principles and methods of project management.
Proficient in several web-based Project Management and Development solutions.
Interpret related policies and regulations.

Deal effectively with outside agencies and vendors.
Organize and prioritize the work of others.

QUALIFICATIONS
Formal Education Training and Occupational Certification:
Undergraduate degree in Computer Science or a related field. (4 years)
Masters Certificate in Business Analysis or equivalent (126 hours)
Project Management Institute Project Management Professional (PMP) or equivalent. (35 hours)
Experience:
5 years of related experience including Information Technology experience or an equivalent combination of education and experience.
OTHER:
