The Kotzebue Trial Court of the Alaska Court System (ACS) invites applications for Clerk of Court 3 (salary range 14). The incumbent will be responsible for the daily operations of all trial court activities including management of records personnel fiscal matters and facilities. The incumbent is the primary trainer for the Court Case Managers and works closely with the Rural Court Administrator to coordinate training.

TRIAL COURT MANAGEMENT AND SUPPORT

This position will supervise trial court activities at the court location. You will provide leadership management and technical support in various trial court functions including record keeping calendaring accounting and jury management as prescribed by statute state and local directives.

Other duties will include monitoring the quality of staff work product and providing corrections and training as necessary reviewing and approving staff leave requests planning coordinating and scheduling staff work to ensure adequate coverage of court functions. You will disseminate procedural information to staff in a timely and appropriate manner be proficient (or develop proficiency) in all duties of the clerks office as the Clerk of Court assists court case managers in the performance of their daily duties and fills in for court case managers during short and sometimes long-term absences or vacancies.

You will oversee the local courts use of the case management system. Oversee calendaring in-courting accounting and jury management functions. Oversee maintenance and control of exhibits and preparation of records on appeal. Answer inquiries from judges attorneys other courts law enforcement and the general public concerning court cases general court policies and/or court procedure.

The incumbent will be responsible for overseeing courtroom audio recording backup server monitoring ensuring a daily check of the audio backup server and notifying IS of any problems and performing basic upgrades and repairs to equipment including PCs printers servers sound system and other equipment with direction from a technician on the phone.


HUMAN RESOURCE MANAGEMENT

This position will interview hire evaluate and discipline subordinate employees and maintain a supervisory working file on each court case manager to document both positive and negative performance. Prepare timely interim and annual performance evaluations maintain current job descriptions inform staff regarding personnel rules and administrative bulletins and encourage and monitor compliance. You will also initiate and lead regular staff meetings on training issues and matters related to court operations. You will also ensure court case managers receive training in all aspects of their jobs by providing training or seeking assistance and resources as needed.


OCCASIONAL DUTIES

Maintain the trial court accounting records and petty cash fund in compliance with court policies and procedures ensure timely deposit and disbursement of trust account funds approve the accuracy of bills and submit to Fiscal Operations for payment.

Coordinate with landlord ACS Facilities Department and local agencies regarding general maintenance and building improvements including parking lot snow removal ACS upgrades and regulating building temperature. Work with the landlord if there is a facilities problem such as a leak or alarm. Act as property custodian for the trial court. Oversee the ordering of supplies and forms to ensure that adequate quantities remain in stock. Works closely with IS staff on technology-related matters affecting the trial court. Participate in the budgetary process for equipment and upgrades to the facility.


DEPUTY MAGISTRATE AND OTHER DUTIES

  • When certified perform Deputy Magistrateduties asoutlined in Administrative Rule 19.2;
  • Serve as Americans with Disabilities (ADA) Access Coordinator which involves providing assistance to persons having difficulty in hearing observing or participating in services offered by the court making assistive equipment or accommodations available.

This position is flexibly-staffed to salary range 16 when the incumbent meets requirements and is appointed to Deputy Magistrate in accordance with Administrative Rule 19.2.

  • Proficiency in using MS Word Excel and Outlook.

The Work Hours
Full-time court employees are currently scheduled to work 37.5 hours per week. The work hours for this position are Monday Friday 8:00 a.m. to 4:30 p.m. with a one-hour lunch break.


The Work Environment

The Clerks office includes four full-time staff and one part-time Court Case Manager 2 under the supervision of the Clerk of Court. As a Clerk of Court 3 you will become a part of the Kotzebue Trial Court helping to fulfill the mission of the Alaska Court System.

A high school diploma or General Educational Development (GED) certificate AND two years of advanced general clerical or legal clerical work experience. The required work experience is met by service such as a Court Case Manager 1 Court Case Manager 2 Court Supervisor Clerk of Court Chambers Judicial Assistant or Chief Deputy Clerk with the Alaska Court System or similar work experience with another employer.

OR

A bachelors degree from an accredited college in any field AND one year of advanced general clerical or legal clerical work experience. The required work experience is met by service such as a Court Case Manager 1 Court Case Manager 2 Court Supervisor Clerk of Court Chambers Judicial Assistant or Chief Deputy Clerk with the Alaska Court System or similar work experience with another employer.

OR

A bachelors degree from an accredited college in business administration public administration criminal justice or a closely related field.
