We are pursuing qualified candidates to fill Environmental Health Services Manager positions within the Department of Public Health.We are looking for someone who directs the environmental health services in one of the several health services regions; or has immediate charge of a major division of the Environmental Management organization.

  • Division Support Branch: Directs a division focused on providing administrative support to all units within Environmental Health addressing customer service complaints community outreach citation appeals and training. One such position provides departmental management with the following services: Analysis and recommendations on revision or development of public health laws policies programs and methods of program implementation; evaluation of program statistics; coordination of industry technical and advisory committees; development and preparation of environmental impact reports on health projects; extensive training to Environmental Health Specialists on enforcement and inspection processes; outreach and development of educational materials to educate the public and industries on policies procedures and regulations. The Environmental Health Services Manager in this assignment functions within established departmental guidelines and policies primarily as an ombudsman ensuring: uniformity and consistency in the interpretation and application of State and local health and safety regulations; internal inspection standardization audits and reviews compliance investigations are conducted without bias and findings and recommendations are factual; and the provision of technical food safety assistance to the food service industry. Each unit has a staff of approximately 8-12 Environmental Health Specialists Technicians and clerical staff.
  • Environmental Protection Branch:Directs a division consisting of several units each of which provides specialized environmental inspection or protection services throughout the County. One such position directs several highly technical units providing specialized environmental sanitation protection through the following services: inspection and maintenance of solid waste facilities to ensure compliance; water service and cross-connection pollution control; public swimming pool inspection; regulation of small water systems and well construction plan approvals; waste disposal and groundwater protection; and reduction of incidences of lead poisoning through providing comprehensive response and support to lead burdened children and their families. Each one of the specialized units is headed by a Chief Environmental Health Specialist and has a technical staff of approximately 8-15 Environmental Health Specialists Technicians and clerical staff.
  • Community Protection Branch:Directs a division focused on public health protection through emergency response environmental safety and disease prevention. Collectively the units within this division address injury and disease transmission through assessing monitoring and controlling factors that can potentially affect health through the following services: inspection of garment manufacturers body art facilities and organized camps; plague surveillance to reduce the risk of exposure to pathogens of vector-borne diseases; rapid response to environmental releases and initiation of investigations of exposure; investigation and response to environmental hazards and outbreaks of illness; inspection of rental units and response to habitability complaints; inspection of Childrens camps and Organized camps; enforcement of public health laws pertaining to hotels motels boarding homes shelters boarding schools and private school cafeterias; reduction of exposures to toxic agents and noise; and consultation and collaborative efforts to integrate public health considerations into land use and planning decisions. Each of the specialized units is supervised by a Chief Environmental Health Specialist and has a staff of approximately 8-15 Environmental Health Specialists Technicians and clerical staff.
  • District Inspection Branch:Directs a division comprised of multiple district offices each tasked with enforcing health and safety regulations across the County. One such position oversees multiple district offices serving the County and ensures compliance through the coordination of the following inspection services: retail food inspections of restaurants and other food facilities 1 to 3 times a year; inspections of food booths at community events; routine inspections of rental property with five or more units and investigations of housing complaints involving vermin mold sewage general sanitation and building maintenance; inspections of pet and animal food stores ; inspection of tobacco retail facilities in the unincorporated areas of the County; inspections of message establishments once a year for compliance with the Los Angeles County code; routine and complaint investigations at theaters; and self-service laundries. Each one of the district offices is headed by a Chief Environmental Health Specialist and has a staff of approximately 8-12 Environmental Health Specialists Technicians and clerical staff.
  • Specialized Food Inspection Branch: Directsa division consisting of several specialized units that provide a wide range of services designed to safeguard the publics health through the following services: plan check review of plans related to construction remodeling remodeling or conversion of wholesale and retail food facilities including compact mobile food operations; centralized review and approval of community event applications; enforcement of the Food Sanitation Act through inspection of food processing facilities repacking warehouses market complexes and salvagers monitoring food recalls and conducting foodborne illness investigations; Inspection of mobile food preparation units such as food trucks soft serve vehicles ice cream vehicles retail fish vehicles compact mobile food operations and complaint investigations of unpermitted street food vending; registration permitting and inspection of small-scale home restaurants Cottage Food Operators Class A and Class B; specialized retail food inspections for motion picture catering micro markets license Health Care Facility cafeterias certified farmers markets and large venues. Each unit is headed by a Chief Environmental Health Specialized and has a staff of approximately 8-15 Environmental Health Specialists Technicians and clerical staff.

SPECIAL REQUIREMENT INFORMATION:
*Experience at the level of the Los Angeles County class of Chief Environmental Health Specialistis defined as one who directs the environmental health program activities in a health district; or has immediate responsibility for a specialized county-wide environmental health program.



DESIRABLE QUALIFICATIONS:
Credit will be given to applicants who possess the following desirable qualifications:

EXAMINATION CONTENT:
This assessment type will evaluate the education and experience you list on a questionnaire and assign a score based on a standardized scoring system and is worth 100% of your total score.


ELIGIBILITY INFORMATION and VACANCY INFORMATION::
Candidates who passed the assessment are placed on the Eligible Register list in the order of their score group for a period of twelve (12) months. We will use this Eligible Register list to fill vacancies in the Department of Public Health as they occur.

NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS.
