The Broward County Board of County Commissioners is seeking qualified candidates for the Program/Project Coordinator Senior position in the Housing Options Solutions and Support Division (HOSSD) of the Human Services Department.

General Description

Administers large-scale programs and/or projects that have County-wide impact.
Works independently under limited supervision reporting major activities through periodic meetings.

This is a grant funded position.

Minimum Education and Experience Requirements
Requires a Bachelors degree from an accredited college or university with major coursework in business or public administration or closely related field.
(One year of relevant experience may be substituted for each year of required education.)

Requires four (4) years of experience in a staff or administrative capacity managing special projects programs or business operations appropriate to the area of assignment or closely related experience.

Special Certifications and Licenses Required
Possess and maintain a valid Florida Class E Drivers License.

Preferences
Master or Doctorate degree in closely related field
Three years with Adult Civil Citation Program
Three years of legal or law enforcement experience
Bilingual - Spanish or Creole

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

*With compassion and a housing first approach monitors and coordinates responses to complaints made pursuant to HB 1365 where a person who is unhoused is camping or sleeping on public property.

* Plans organizes and implements a compliance and monitoring program for the County response to all to complaints made by County residents pursuant to HB 1365 where a person who is unhoused is camping or sleeping on County public property. Monitors HMIS to track available services and shelter capacity for these unhoused persons.

*Reviews best practices and staffs cases to assure these unhoused individuals and families are supported through the Countys existing network of services and providers.

*Continues to strategize methods to appropriately respond to HB 1365; researches and collaborates with other jurisdictions regarding best practices challenges and opportunities.

*Collaborates with municipalities law enforcement and providers regarding response to HB 1365.

*When deemed necessary accompanies outreach teams responsive to complaints made by county residents pursuant to HB 1365 where a person who is unhoused is camping or sleeping on public property or other encampment sites.

*Leads the effort to design and expand the Broward County Adult Civil Citation program into HOSS-D. Liaises with the Broward County Adult Civil Citation program.

*Assists Director and Agency Leadership by researching issues creating memorandums policies procedures reports etc. and monitors/advises on staff compliance with policy and procedures related to HB 1365 and any other legislation impacting homelessness legislative changes and court challenges related to homelessness.

*Coordinates specialized projects and leads project meetings for outreach events at the Airport Transit and other locations.

*Updates and develops new policies and procedures to meet the program/projects needs.

*Monitors data and provides reports to the HOSS-D Director on a daily weekly and monthly basis.

* Monitors and coaches the staff regarding documentation practices and trains staff on crisis intervention.

*Educates staff on outside resources and the referral processes.

* Works with HOSS-D leadership to design innovative projects throughout the CoC. Works with staff to implement and enhance innovative solutions projects and programs community outreach and various services designed to end homelessness.

*Depending upon area of assignment may be required to work nights/weekends/holidays.

Plans develops authorizes implements supervises and evaluates programs/projects activities and services on a large scale with County-wide impact; facilitates inclusion prepares reports and analyzes and interprets data.

Coordinates and manages all aspects of a program or project which has operational responsibility of a major scope a large-sized budget and provides a critical County service.

Assists Director and Agency Leadership by researching issues creating memorandums policies procedures reports etc. and monitors/advises on staff compliance with policy and procedures.

Conducts special research in conjunction with a project/program analyzes data and makes recommendations based upon research.

Identifies and understands agency/business needs contractual business requirements and regulations governing local state and other requirements confidentiality obligations warranties liabilities indemnification termination clauses breach and remedies.

Communicates business risks to project manager senior/executive management and approving authority for assessment and approval while focusing on comprehending client-agencies needs and business processes.

Coordinates with state and local agency partners on projects and programs community outreach media relations and regional and various services; may assist with press releases and responses to media.

Advises and assists the Department and Division Directors on all operational and technical matters related to the section(s) or function(s) assigned.

Defines agency goals and objectives develops and recommends policies and operating procedures.

Administers internal/external communications and public outreach activities for Division; manages and coordinates outreach efforts with other County divisions as well as other local and state governments and partnering agencies.

Prepares Commission agendas including editing posting and planning.

Provides assistance and training of agency staff and contracted services providers. May oversee the Agencys training program; schedules and/or delivers training and outreach opportunities for employees and the vendor community respectively.

Plans organizes and implements a compliance and monitoring program conducts contract central audits field documentation reviews investigations or management studies.

Plans directs and supervises the activities of staff.

Performs related work as assigned.
