Description

Under immediate supervision this position will support the HIV/AIDS Program in providing HIV/AIDS infected individuals access to appropriate care treatment support and prevention services; and performs related duties as assigned.

The ideal candidate for this position will manage a complex HIV/AIDS caseload and provide a wide range of services including medical case management benefits counseling treatment adherence and psychosocial support.

APPROXIMATE SALARIES
Public Health Social Worker II: $28.02 - $41.23 Hourly
Public Health Social Worker III: $29.99 - $44.15 Hourly

EDUCATIONAL/BILINGUAL INCENTIVE: Incumbents may be eligible for an educational incentive of 2.5% 3.5% or 5% based on completion of an Associates Bachelors or Masters degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

Public Health Social Worker II & III are represented by the Service Employee International Union (SEIU) and are eligible for overtime compensation. The eligible list established from this recruitment will be used to fill current and future Regular Temporary Fixed-term Intermittent and Extra-help vacancies for this position only. There is currently one (1) regular full time vacancy with the HIV/AIDS Program.

NOTE: If appointed at the lower level incumbent may be promoted to the higher level without further exam upon meeting the minimum requirements demonstrating satisfactory performance and in accordance with the business needs of the department.

Examples Of Duties

Duties may include but are not limited to the following:

  • Evaluates social physical and general mental functioning of clients through interviews and home visits record reviews or consultation with applicable agencies and individuals - may interact and be exposed to sick disabled hostile uncooperative or mentally unstable clients/relatives;
  • Determines extent of clients needs authorizes specific tangible health services available develops treatment plans and follows through with case management and benefits counseling to HIV clients;
  • Screens applicants and refers those with problems beyond the functional level of the positions assignment to other staff or agencies;
  • Interprets departmental policies rules and regulations for service applicants clients other agencies and the public;
  • Prepares and maintains case reports records and answers correspondence;
  • Conducts group presentations and workshops as required;
  • Participates in outreach activities designed to inform and educate the general public of HIV services STD prevention and syringe exchange services.
  • Develops monthly statistical reports; and
  • Performs other assigned duties as required.

Typical Qualifications

EDUCATION TRAINING and EXPERIENCE

Some(II) to extensive(III) experience in social work which has led to the acquisition of the required knowledge and abilities. The required knowledge and abilities also can be obtained by:

Bachelors degree with 30 semester (45 quarter) units in social work counseling psychology or a closely related field PLUS

  • Public Health Social Worker II:One (1) year of experience as a social worker; OR at least one year of experience as a Social Worker I in County Service.
  • Public Health Social Worker III: At least two (2) years of experience as a social worker or at least one year of experience as a Social Worker II in County service. *One year of graduate coursework towards a Masters degree in Social Work (MSW) or a closely related graduate degree may be substituted for one year of the required experience

Necessary Special Requirements:

  • Must be bilingual (English/Spanish)
  • Must possess and continue to maintain a valid California driver license
  • Must be willing and able to work with HIV/AIDS infected patients/clients
  • Social Workers will be required to furnish their own automobile and are reimbursed for mileage by the County

Desired:

  • Experience working with HIV/AIDS patients
  • Experience using AIDS Regional Information and Evaluation System (ARIES)
  • Experience using AIDS Drug Assistance Program (ADAP)
  • Knowledge of the HIV/AIDS Medical Waiver Program
  • Experience in STD prevention and syringe exchange services


Knowledge Skills and Abilities:
Some to thorough knowledge (depending on level) of: principles and techniques of interviewing case management and crisis intervention; community resources public and social services programs available at the State and community levels;principles of individual and group behavior;the laws rules and policies governing the social services program operation;physical and mental illnesses and their impact on personality; communicable diseases and how they are spread and controlled; and educational methods and materials.

Some to thorough ability (depending on level) to: obtain and recognize relevant and significant facts; establish rapport with clients and their families of various ethnic and cultural backgrounds; speak and write effectively; analyze situations and adopt effective courses of action; conduct group presentations; interpret and explain laws rules and regulations to the public; work with multicultural population; and work independently and as part of a multicultural team.

Supplemental Information:
May require making home visits to clients residence which may be unsanitary or unsafe. May be exposed to sick disabled hostile uncooperative or mentally unstable clients/ relatives.

TRAINING & EXPERIENCE EVALUATION
A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated a T&E applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently when the pool of candidates is exceptionally strong many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.

NOTE:The selection process may consist of an Oral Exam which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E) contingent upon the size and quality of the candidate a typical T&E your training and experience are evaluated in relation to the background experience and factors identified for successful job performance during a job analysis. ORAL EXAM 100%:A job-related oral exam may be conducted to evaluate and compare participating applicants knowledge skills and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

NOTE: If there are three (3) or fewer qualified applicants an exam will not be conducted. Instead a score of seventy percent (70%) will be assigned to each application and each applicant will be placed on the eligible list.

Applicants successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
